Abstract:
The article is devoted to a very topical issue — financial activity of local self-government authorities; financial
fundamentals of local self-government and a need in their reformation; gaps and drawbacks in the modern legal regulation
of financial fundamentals of local self-government. The topic is important because changes in economic relations
which has been going on over the past 25 years in the Russian Federation creates a need in reformation of the system
of state administration, its decentralization and delegation of a considerable part of life support functions to the local
self-government. Therefore, local self-government agencies need a proper status, competence, material and financial
resources.

Abstract:
The authors of the this article analyze recent innovations in the Federal Law ‘Concerning Public Prosecution in
the Russian Federation’ empowering the prosecution agencies to initiate administrative proceedings and administrative
investigations. The article contains the authors’ point of view regarding the issues of justification, importance and a possibility
of practical implementation of these innovations. Special attention is paid at the discrepancies in legal standards

Abstract:
The purpose of this research is to analyze the current situation in the sphere of regulation of unauthorized construction
from the point of view of efficient powers granted by the federal and regional laws to the local self-government
as well as the assessment of the volume of these powers. The tasks of the research include: completion of powers at the
self-government level in the sphere of urban development and building supervision when building or reconstructing the
major construction facilities. The article also suggests a model of organization of self-government supervision in the
sphere of building (construction) that would allow rational activity of the local self-government agencies in the sphere
of urban development through immediate response to violations and their timely suppression. The study of the problem
of the unauthorized construction that lies in the basis of the article is based on the analysis of established federal laws
concerning self-government powers in the sphere of urban development.

state finances. These features are determined by the exclusivity of operations, the uniqueness of the facility, special legal

Abstract:
The article clearly shows that at the present time there is a separate group of standards that has been formed
as part of the international economic law. This group of standards is oriented at prevention and coping with financial
and economic crises and has all the features of an international law institution. The article also describes conceptual
