Abstract:
the main questions connected with realization of the Constitution of the Russian Federation and development of branch
of the constitutional legislation are taken up in the article. Three main stages in development of constitutionalization of the
Russian modern legislation are allocated: “formational”, “adaptational” and “modern”. According to the author, modernization
of the legislation is characterized by shift of vector of legislative development in the direction of social humanitarian affairs,
and also aspiration to provide balance of private, social-group and state interests. In article the important legal solutions directed
on deepening of constitutionalization of the legislation are proposed, need of improvement of quality of legislative regulation as
the most important condition of the solution of problems of modernization of the legislation is noted.

Abstract:
The scientific conference “Implementation of Treaties of the Russian Federation: Science, Practice, Effectiveness”
was held at the Institute of Legislation and Comparative Law under the Government of the Russian Federation. The main
features of the implementation of international obligations in a time of globalization were discussed. At the present time
treaties serve as a basis for the international legal order regulation. Treaties facilitate modernization of Russia and development
of integration processes in which it participates actively. The analysis of the participants’ statements showed their
high theoretical level which allows to enrich the practice of the application of the treaties.

Abstract:

Abstract:
The scientific article raises important questions of parliamentary development in today’s globalized world.
The historical aspects of the formation of the institutional foundations of inter-parliamentary cooperation, as well as
the legal framework and procedures for the formation of the parliamentary bodies of intergovernmental organizations
are considered by the author. The analysis of the modern development of parliamentarism in the framework of regional
integration — the European Union, the Eurasian Economic Community, the Union State of Russia and Belarus and tendencies
of international parliaments development in the future are presented. Important part of scientific article deals
with legal issues related to participation of the Federal Assembly of the Russian Federation and the legislative bodies of
the Russian Federation in the inter-parliamentary cooperation. The analysis of the competence and functions of parliament
interstate associations is launched.
