Abstract: The responsibility of the Russian State to ensure the right to a healthy environment is analyzed in the article. The conception of «positive obligations» of the state based on the practice of the European Court of Human Rights and the Constitutional Court of the Russian Federation is studied. The methods of implementation of constitutional environmental responsibilities of the Russian state are considered.
