Abstract:
The article considers the discussion on and the solution of the problem of children safety provision on railway transport, and the process of engrafting safe behavior on a railroad in 5-10-year-old children. Engrafting safe behaviour on railway vehicles is understood as an integral pedagogical process aimed at teaching senior preschool and junior school children how to recognize threats, anticipate the consequences of dangerous situations which can occur on transport, and forming a habit of conscious execution of rules of behaviour on railway transport and the culture and experience of safe behaviour. Education of children on the base of the ideas of personal safety, with the help of the advantages of the educating environment of an educational organization, society and the correlation between all the participants of the educational process (teachers, children and parents (or legal representatives) is the main idea of the “ABC of railroad safety” project. The research methodology includes classic and modern theoretical provisions of social sciences: at the philosophical level (the concept of the system approach to studying social phenomena; the system-integral approach); at the general scientific level (activity and system approach to studying the determinants of psychological development, personal development approach, axiological fundamentals of education, culturological approach reflecting the objective side of the culture of safe behaviour in various spheres, and how preschool and school children understand it).

Abstract:
The article considers the problems of the content of the notion “psychological technology” and the relevancy of using it in intelligence operations. The author considers such aspects as psychological technology, psychological technique, psychological impact, psychological trick, psychological way and their correlation. The article considers the notion “psychotechnics” and its types. The article presents the author’s definition of “psychological technology” and the opinions of other recognized specialists in this field. In conclusion, the author describes his opinion about using the notion “psychological technique” in intelligence operations. The methodological base of the research contains the dialectical method of scientific cognition, the formal logical, comparative-legal, historic-legal, system-structural, statistical and other specific methods of studying social and legal phenomena. The special author’s contribution is the consideration of the notion “psychological technology” in several contexts: from the point of view of psychology and from the point of view of the legal science (intelligence operations). The author develops his own definition providing insight into the above mentioned definition. The author concludes about the relevancy of using “psychological technology” in intelligence operations.

Abstract:
The author considers the problem of road accidents, particularly those involving child injury cases, which are among the most frequent reasons of child mortality. The author demonstrates statistical data allowing to conclude on the effectiveness of the work of public authorities in this field. The author studies the rules of child transportation inside the vehicle and the problem of using special child retaining devices depending on the child’s age, and proposes the variants of solving this problem. The research is based on general scientific methods: generalization and deduction. As specific research methods, the author uses modeling and legal norms interpretation. The author concludes about the necessity to systematically change the attitude of citizens towards the issue of traffic safety. To achieve this goal, a new compulsory subject should be included in school curriculum, and the idea of personal responsibility for the lives of passengers should be ingrained in drivers’ minds.

Abstract:
This article is a resume of the author’s scientific research on the work of the Ministry of Internal Affairs for the last decade, which has blocked the access to the register of statements, reports, and other information about episodes. The research subject is a particular aspect of the work of the Ministry of Internal Affairs connected with the restriction of access to such information allowing to form a valid point of view on the reason of such a phenomenon. Therefore, the research object is the phenomenon and its consequences for the society and the state causing the current problem situation the author focuses on. Special attention is given to the comparative characteristics of data reporting of police in Germany and Russia. The author uses the following research methods: comparative, statistical, logical. A special role belongs to the structural, functional, and dynamical methods which help to give comprehensive characteristics to the work of the Ministry of Internal Affairs. The study is based on the firstly used classified information on the dynamics of the rise in the number of statements, reports and other types of information about episodes against the background of the low crime registration and detection rate which reveals a problem situation in the Ministry and gives an opportunity to see the practical achievements of the Ministry and their scientific presentation in a new light. The author suggests using the direct proportion method of legal statistics of the Ministry, in which the argument is the statistics on the number of statements, reports and other types of information about episodes, and the function is the number of registered and detected crimes. That would help to fundamentally transform the known statistical data for the purposes of forecasting the activities of the Ministry of Internal Affairs.

Abstract:
The article is devoted to the complex study of theoretical and practical problems of the mechanism of protecting constitutional rights and freedoms of minors when implementing the provisions of particular institutions in the field of criminal procedure in Kyrgyzstan and Kazakhstan. The article raises topical problems of implementation of social regulations applied to minors during pre-trial procedure. The aim of the article is to specify the problems of protecting rights and freedoms of minors in terms of reforming the Criminal Procedure Code of Kazakhstan and Kyrgyzstan and particular ways to solve these problems. The authors analyze various sources connected with the observance of rights of minors in the Kyrgyz Republic; consider the correlation between the provisions of the criminal procedure law with other branches of law related to the rights of minors; discuss the main problem aspects hampering the implementation of particular procedural institutions in Kyrgyzstan and Kazakhstan. The authors use the complex approach to the protection of rights and interests of minors in terms of the ongoing reform of the Criminal Procedure Code in Kyrgyzstan and Kazakhstan under the lens of constitutional provisions of these countries. The article demonstrates the authors’ position on the acceptability and legality of using unconventional forms of interrogation and describes the factors, which, in the authors’ opinion, affect the very mechanism of protection of rights and lawful interests of minors. Thus, the article raises the problems requiring urgent solution, taking into consideration the high vulnerability of this part of the society. The authors suppose that any suggestions, which can affect or complete the existing research base in this field, are worth noticing.
