Abstract:
One of the reasons why struggle against corruption hasn’t been effective enough, is the absence of proactive measures taken by field agents when detecting and investigating the facts of bribe taking and bribery mediation. The research subject of the article is the essence and the content of a proactive legendized sting operation. The aim of the research is to analyze law-enforcement practice in the above mentioned direction, and to determine the potential of such operations in accordance with the current Russian legislation and without the involvement of acts of provocation or incitement. The research methodology includes general scientific methods and special research methods, including those of the forensic science. Based on the analysis, the authors detect the problem of contingent passivity of field agents and investigators and non-use of the proactivity principle in detecting and investigating bribery and other corruption-related crimes. The authors find out that the traditional approach to conducting a sting operation during the investigation of cases related to this category is not effective, and the legislator and judicial practice do not set exact criteria for the conduction of intelligence operations without the involvement of illegal acts of provocation or incitement. Based on the analysis of intelligence operations and investigative activities, the authors formulate the model of a proactive legendized sting operation and the rules, prohibiting the violation of laws, and claim that the proposed approach can significantly raise the effectiveness of struggle against corruption.

Abstract:
The paper describes the peculiarities of the current condition of scientific support for the investigation of unsolved crimes in transport. The author states that there has been no research conducted on this issue either in dissertation theses, or any other forms. The peculiarities of forensic support for the investigation of unsolved crimes in transport haven’t been a research subject of any monographic study. This fact proves a serious gap in the forensic science. The scientific novelty of the study also consists in the fact that the research has an integrative nature; it accumulates various fragmentary pieces of knowledge in a uniform scientific concept, which reveals the scientific support for the investigation of unsolved crimes in transport. It helps describe a range of traditional aspects from an unconditional perspective.

Abstract:
The authors of the article consider the changes in the federal legislation which were made during the formation of a new security agency in Russia - the Federal Service of the National Guard. A part of functions of other agencies were redistributed, and, in the authors’ opinion, sometimes unreasonably. As a result, particular directions are controlled by several security agencies simultaneously, which leads to overlapping or nonfulfillment of some tasks. The authors analyze Federal laws and some subordinate acts in order to detect overlapping duties assigned to different security agencies in search for a solution. The authors conclude that if one and the same function is performed by different agencies, it is hard to define the one responsible for faults. The authors suggest redistributing of functions among government structures in order to accumulate all the areas of activity in one service.

Abstract:
The article considers the problem of pat-down search as a part of police officers service and gives special attention to the provision of their personal safety. The authors compare pat-down procedures according to the legislation of the Russian Federation and present the results in a comparison chart. The authors draw attention of the police officers to strict observance of the Russian legislation in the field of constitutional rights of Russian citizens during pat-down search. The authors analyze legislative acts regulating the activities of police officers and compares them with the practice of the Internal Affairs Bodies. Based on the research, the authors suggest reconsidering and amending the current legislation in order to ensure appropriate performance of their duties by the police officers, and provide personal and public safety. The authors suggest amending the article 27.7 of the Administrative Offences Code of the Russian Federation.

Abstract:
The research subject is the system of social and legal relations forming in the process of considering the citizens’ applications by the internal affairs agencies. The research object is social relations forming during the consideration of citizens’ applications including those occurred as a result of typical faults detected during monitoring and control examination. The author studies the current legal norms formalizing the procedure of consideration of citizens’ applications by internal affairs agencies in order to formulate suggestions for its improvement. The author uses general scientific methods: dialectical, system analysis, comparison and analogy, as well as the formal legal method, the method of legal modeling, practical experience generalization and other methods. The scientific novelty of the study consists in the fact that the author analyzes typical violations committed by the police personnel in Oryol, Tula and Ryazan regions. The research is based on the analysis of the current legal provisions formalizing the principles of consideration of citizens’ applications. The purpose is to develop the action plan for the prevention of such violations. The author suggests the mechanisms of improving the efficiency of this institution using the experience of particular regions of the Russian Federation. The essence of these mechanisms reduces to the necessity of sufficient and comprehensive control of the heads of the departments over the specialists considering citizens’ applications to internal affairs agencies.

Abstract:
The article defines the idea of universal competences schooled in the students of the jurisprudence personnel training program. Some level of formed universal competences prepares the students for teaching practice in institutions of higher education and promotes professional training of the future police officers. The author also describes the very process of professional competences formation which prepare the students for teaching branches of jurisprudence. To inculcate universal competences into the future law teachers, educational institutions within the Ministry of Internal Affairs of Russia use empirical methods of educating: competence evaluation via various tasks (elocution, a theme on a teaching profession and a teacher’s role on the modern world), practical tasks (searching, collecting and processing the information from different sources, using the systems approach to solve tasks), interviewing, which is aimed at finding out the motivation for the profession of a teacher. These circumstances help inculcate universal competences in the students of the academic personnel training program in the field of jurisprudence. The level of universal competences prepares the students for teaching practice in institutions of higher education and promotes the professional training improvement of the future police officers. The priority is to train academic personnel for teaching in educational institutions of the Ministry of Internal Affairs.

Abstract:
The article analyzes the problem of the improvement of combat techniques self training by internal affairs agents. The authors take into consideration both the traditional methods of technical and tactical and strategic actions (including the revision of the sequence of embracing exercises), and the innovative trends. The article considers the reasons for increasing attention to the level of physical and tactical training of the internal affairs bodies agents, offers the ways to improve the traditional self training strategy, and considers the innovative aspects of the modern self training methodology. The research methodology is based on the analysis the scientific works on this issue and the practical experience. The authors conclude that the current level of physical training of the agents of internal affairs bodies of the Russian Federation is not up to par and needs to be improved and modernized. It is particularly important to promote self training and improve the physical condition of the personnel.

Abstract:
The research subject is the technique of diagnosticating weapons practice anxiety in students and police officer candidates of education institutions of the ministry of internal affairs of Russia. The purpose of the research is to give scientific credence to and to form a questionnaire and a methodology for diagnosticating anxiety in students and police officer candidates of educational institutions of the Ministry of Internal Affairs of Russia during the process of weapons practice training, since studying the ways of raising the effectiveness of the educational process is a serious problem of practical pedagogics. That was the reason for the authors to consider this issue and give practical recommendations about diagnosticating anxiety in students and police officer candidates involved in weapons practice, and the ways and methods of psychological training of gunners. The research methods include: analysis of literature sources and generalization of scientific and methodological materials; questioning, surveying and interviewing; pedagogical testing; pedagogical examination and control. The authors formulate the necessary requirements to psychological resistance of students and police officer candidates of educational institutions of the Ministry of Internal Affairs of Russia. The article forms the general idea of psychological training aimed at psychological resistance increasing during weapons practice. The authors develop and give scientific credence to the personal questionnaire and the methodology of diagnosticating anxiety in students and candidates of educational institutions of the Ministry of Internal Affairs during weapons training. It is particularly important because the current methods of psychological examination do not meet the requirements of weapons practice.

Abstract:
The research subject is the methods, instruments and ways of inculcating weapon handling skills in the internal affairs bodies personnel. The research object is the formation and improvement of weapon handling skills of internal affairs agents. The author attempts to develop the most effective algorithm of giving weapons practice classes in a shooting gallery. The author emphasizes the importance of psychological and physical condition of a group of students and each student. Special attention is given to self-examination in gun shooting. The research methodology is determined by the research goal and tasks. It is based on the system approach to studying the methods of preparing the personnel for actions during their service. The practical importance of the study consists in the development of the most effective ways of gaining weapon handling skills. The author also suggests using the methods from the experience of internal affairs agents, including psychological resistance formation, during weapons practice.
