Abstract: Assessment of the developmental level in the Yaroslavl Region shows the tendency towards destruction of the power, business and civil society consolidation which reduces the level of trust among citizens towards governmental authorities of all kinds. Recent elections of candidates for federal and municipal authorities have only proved this tendency.
