Abstract: In this part of his speech Joel Lebeschu presented a number of ideas on the state activities at the time of catastrophes based on his own personal experience as a Prefect of two Departments. He divides these actions into three periods: prior to crisis, at the time of crisis, and after the crisis, speaks of cooperation with the general public.
