Ivanin, D. S. Constitutional Grounds for State Financial Policy in Social Sphere

Abstract: The article is devoted to the influence of Constitution provisions on implementation of state financial policy in a social sphere. The author describes peculiar features of financial policy as well as constitutional grounds for its implementation. The author also proves the need in a state financial policy oriented at satisfying social needs in the first place. The article contains an analysis of amendments to the laws regulating the process of financing a social establishment.
