Abstract: The article is devoted to the phenomenon of the leading empires as a value in international law. Based on the functional approach to the activities of the great states on the world arena, the author establishes their international legal status. Much attention is paid to the responsibility of great states for the whole architecture of the world order, and direction of the evolution of the international law.
