Abstract: The author supports the position that there is need to introduce into the Russian legislation the norms on preparation of children left without care of their parents for an adoption, which may serve as a prophylactic measure against termination of adoption. The author analyzes a positive experience of the English legislation, providing for an obligation of the local municipal bodies and adoption agencies to provide information and consultation services for the prospective adoptive children in order to implement and protect their right to live and be raised in a family.
