Abstract: The article is devoted to the topical issues of the development of processes of regulation of access to the donated blood and its components within the framework of the innovative forms of the federal legislation. The Federal Law of November 21, 2011 N 323 established new legal, organizational and economic bases for the protection of health of people, reviewed the powers of the government bodies, regional government bodies, and municipal bodies.
