Abstract: The article is devoted to the dialectics of formation of civil society. Formation of civil society is performed into the two following directions: up (from the bottom) and down (from the top). Civil society is internally contradictory. State institution, political parties, social organizations and citizens’ positions play an important role in overcoming these contradictions.
