Abstract: The research focuses on the social sphere in the Russian Federation and ongoing socioeconomic processes. The subject of the study is related to the functioning of state extra-budgetary funds in the Russian Federation as a financial instrument for addressing pressing socioeconomic issues in the context of citizens' exercise of their constitutional rights. The authors examine in detail the organizational and legal framework of state extra-budgetary funds in the Russian Federation, and substantiate specific areas for addressing the existing problems identified during the research. The authors pay particular attention to the development of governance for state extra-budgetary funds in the Russian Federation using a strategic approach that ensures effective and responsible management of public finances to address socioeconomic issues in the context of citizens' exercise of their constitutionally guaranteed rights. The study is based on methods of data analysis and synthesis, induction, deduction, generalization, systematization, and graphical presentation of the obtained results. The reliability of the obtained results is confirmed by the fact that the scientific article is based on specific numerical data characterizing the subject of the study, sourced exclusively from official information contained in official data disclosure resources. The obtained results possess scientific novelty, which is demonstrated by the authors' approach to substantiating the role of state extra-budgetary funds in the Russian Federation in the financial support of the social sphere. The authors conclude that state extra-budgetary funds play a significant role in the financial support of the social sphere in the context of citizens' exercise of their constitutional rights. They also formulate recommendations for further strengthening this role in order to improve the quality of life of Russians and ensure high-quality management of state extra-budgetary funds, taking into account current socioeconomic realities and based on a strategic approach. The results obtained during the study will be highly relevant to executive and legislative bodies in developing a set of measures to improve social governance in the Russian Federation, as well as modernize approaches to the effective and responsible management of public finances.

Introduction

The relevance of the study of issues related to the substantiation of the role of state extra-budgetary funds in the financial provision of the social sphere in modern Russia is beyond doubt, since this is determined by their special position in the structure of the state budget system, which is clearly shown in Figure 1.

We can see from Figure 1 that in the structure of the budget system of the Russian Federation, state extra-budgetary funds are represented at the federal (two state extra-budgetary funds of the Russian Federation) and regional (90 territorial state extra-budgetary funds) levels. Accordingly, it is important to analyze specific socio-economic indicators that characterize the functioning of state extra-budgetary funds in the Russian Federation in the context of assessing their role in the financial provision of the social sphere.

The purpose and objectives of the study

The purpose of the study is to substantiate recommendations on strengthening the role of state extra-budgetary funds in financial support of the social sphere in the Russian Federation.

Research objectives:

- consideration of the organizational and legal basis of the study;

- analysis of socio-economic indicators that comprehensively and comprehensively characterize the functioning of state extra-budgetary funds in the Russian Federation;

- substantiation of specific directions for solving existing problems identified in the course of scientific research.

The working hypothesis of the study is the assumption that at present, despite the high role of state extra-budgetary funds in the financial provision of the social sphere in the Russian Federation, there is a potential to increase it.

Materials and research methods

In carrying out this scientific research, methods of data analysis and synthesis, induction, deduction, generalization, systematization, and graphical representation of the results were applied, allowing a comprehensive examination of the subject of the study. The reliability of the results obtained is confirmed by the fact that the scientific article is based on specific numerical data characterizing the subject of the study, the sources of which were exclusively official information contained in regulatory legal acts and explanatory notes to relevant draft laws, official (including operational) statistics posted on relevant resources aimed at official disclosure of data.

First of all, we consider it important to analyze the methodological basis of the study. In particular, a grouping of scientific publications was carried out based on their content and thematic orientation. The first group includes studies that actively raise issues of developing a risk-based approach [18,28,30] and program-oriented management of public finances [7,8,17] in the context of ensuring the socio-economic development of public legal entities. It should be agreed that it is important to apply these approaches to budget management in the budgetary system of the state, and therefore they should be more actively applied to state extra-budgetary funds in the Russian Federation. A review of the scientific publications mentioned above has shown that little attention is currently being paid to the application of these concepts and approaches in the context of the practice of organizing the functioning of state extra-budgetary funds in the Russian Federation.

The second group included scientific publications in which the authors pay special attention to the areas of practical application of modern concepts [20,21,29], the use of technologies and achievements of scientific and technological progress [2,23,24] (including the new digital platform in the social sphere [12]), as well as increasing transparency in public finance management [26]. One should agree with the opinion about the importance of the human factor [31], imperative consideration of the social rights of citizens [6] and entrepreneurial activity [4,25] in building a socially oriented economy aimed at achieving economic growth [27]. Despite the active attention of scientific researchers to certain aspects of improving public finance management in modern conditions, there is no emphasis on the application of these concepts in the context of the functioning of state extra-budgetary funds in the Russian Federation.

The third group included those scientific studies that address certain areas of development of social support for Russians: for example, in terms of pension modernization [14,15,16], the use of an insurance financial mechanism in the implementation of social security in the Russian Federation [1,3,9], the organization of social order in modern conditions [10]. However, they are aimed at studying certain aspects of the development of the social sphere, without considering the issues in their entirety through the prism of the central role of state extra-budgetary funds in the financial provision of the social sphere in the Russian Federation. Also, as part of the analysis of the methodological foundations of the study, it should be noted a scientific publication related to the two-way disclosure of issues of management of the social protection system through the prism of both organizational and financial aspects [13]. On the one hand, it rightly emphasizes the need for an integrated approach to modernizing the social protection system in the Russian Federation, and, on the other hand, this study is not based on specific numerical data characterizing the subject of the study, nor does it reflect the role of state extra-budgetary funds in financially supporting the solution of these tasks.

In the fourth group, as part of the study of issues related to the development of compulsory medical insurance, the authors focus on issues related to its development on the basis of an innovative framework [5], which, in our opinion, fully meets the national interests of the Russian Federation and requires additional practical justification and implementation in Russian reality. Moreover, the features of the cash flow in the compulsory medical insurance system [19], the distribution of medical care [22], the development and implementation of territorial compulsory medical insurance programs [11] are emphasized. Despite the emphasis in these studies on certain aspects of the organization of compulsory health insurance, there is no comprehensive approach to studying the role of Federal and territorial compulsory health Insurance funds in the financial provision of the social sphere, as well as substantiating recommendations for its strengthening.

The conducted review of scientific publications on the research topic showed, on the one hand, the authors' considerable attention to the topic of financial support for the social sphere in the Russian Federation, and, on the other hand, insufficient focus on issues related to the role of state extra–budgetary funds in this process. This led to the formation of the prerequisites for conducting this scientific research.

The course of the research is determined in a consistent presentation of the material from the organizational and legal foundations to specific practice-oriented results, which make it possible to improve approaches to managing state extra-budgetary funds in the Russian Federation in the context of strengthening their role in financial support of the social sphere.

Organizational and legal bases of the research

The first stage of the substantive part of the study, taking into account the chosen topic (in the field of public finance), is to study its organizational and legal foundations as the basis for organizing financial support for the social sphere in the Russian Federation. There is no doubt that the fundamental place is occupied by the Constitution of the Russian Federation, which, for example, establishes, among other things, the social rights of citizens, the implementation of which is currently carried out, among other things, at the expense of the budgets of state extra-budgetary funds. Examples of constitutional norms, the implementation of which is ensured at the expense of the budgets of state extra-budgetary funds, are shown in Figure 2.

Codified legal acts play an important role in the organizational and legal regulation of the functioning of state extra-budgetary funds in the Russian Federation: first of all, the Budget Code of the Russian Federation and the Tax Code of the Russian Federation.

Accordingly, it follows from this that there are disparate approaches to building the fundamental basis of organizational and legal regulation of the functioning of state extra-budgetary funds in Russia at the federal level.

Federal and regional laws on budgets/on budget execution play an important role in shaping the organizational and legal framework for the functioning of state extra-budgetary funds in the Russian Federation.

The functioning of state extra-budgetary funds in the Russian Federation within the framework of financial support for the social sphere also ensures the implementation of measures in the context of the implementation of the Decree of the President of Russia on the national Development Goals of our state for the period up to 2036 [Decree on the National Development Goals of the Russian Federation for the period up to 2030 and for the future up to 2036. It seems that achieving the national development goals of the Russian Federation in practice has a huge multiplier effect. In particular, for example, solving the problem of improving the demographic situation creates the prerequisites for expanding both short- and long-term opportunities to stimulate economic growth. In this context, it should be noted that the short–term effect, at least, will be associated with an increase in demand for the relevant products, and the long-term effect will be directly related to the possibility of further making a positive contribution to the formation of economic growth by a large number of Russians. At the same time, improving the living conditions and material security of Russians is one of the prerequisites for the positive demographic development of our state. In turn, solving the tasks of technological leadership and digital transformation provides a positive contribution to the development of the labor market, which affects the formation of effective demand, and thus makes a positive contribution to stimulating economic growth.


The results of the study

In order to determine the role of state extra-budgetary funds in the financial provision of the social sphere, data on the budgets of the Social Fund of Russia and the Federal Compulsory Medical Insurance Fund were analyzed. In particular, Figure 4 shows data on the volume of revenues and expenditures of these budgets.

As part of the study of revenues and expenditures of the budgets of the Social Fund of Russia and the Federal Compulsory Medical Insurance Fund, the key socially significant role of each of the state extra-budgetary funds of the Russian Federation should be emphasized. In particular, the Social Fund of Russia provides financial support for insurance pension payments (and in the next 3 years, the volume of expenditures in this area will increase by more than 13% from 11.88 trillion rubles in 2026 to 13.42 trillion rubles in 2028).

Taking into account the results of the analysis of the explanatory note to the draft Federal Law on the budget of the Social Fund of Russia for 2026-2028, we conclude that an important area of social significance of the Social Fund of Russia in modern socio-economic conditions is the support of citizens with temporary disability (it is expected that over 2026-2028, more than 1.19 billion days will be paid in total), maternity services (it is expected that over 290 million days will be paid in total for 2026-2028), as well as child care [Explanatory Note to Bill 1026182-8. The availability of these social support measures is a qualitative implementation of the constitutional norms mentioned above and ensures the protection of Russians in the event of the realization of relevant social risks. Figure 5 shows data on the growth dynamics of the maximum amounts of benefits related to social support for families with children and implemented using an insurance financial mechanism. In particular, we can clearly see that in the study period there will be an increase of 25% (by 15.13% in 2027 compared to 2026 and by 8% in 2028 compared to 2027), which is largely due to an increase in the marginal value of the base for insurance premiums (in 2026, for example, it amounts to 2.979 million rubles).

Accordingly, the social aspect is manifested in a real concern for the quality of life of citizens, the legal aspect of such social support is associated with the implementation of constitutionally established legal norms, and the economic aspect is related to the fact that citizens who receive the required support continue to carry out their activities efficiently (after, for example, the end of the period of temporary disability), thereby, ensuring the generation of a specific socio-economic effect for a particular organization and for the economy as a whole. At the same time, we also consider it important to note that in recent years, including through the use of digital tools, a lot has been done to whitewash the Russian labor market, to counter illegal actions and fraudulent schemes, including obtaining fake temporary disability certificates. Therefore, if we are talking about the previously adopted strictures, they are aimed solely at combating illegal schemes, and it becomes most convenient for law-abiding citizens to receive social benefits. Currently, in the context of electronic temporary disability leaflets and the mechanism of direct payments, law-abiding citizens are reliably protected by the social insurance system, including in case of temporary disability, which confirms the high role of the Social Fund of Russia in the financial provision of the social sphere. Moreover, thanks to the minimum amount of temporary disability benefits introduced back in 2020, even citizens with low incomes and with little insurance experience can receive temporary disability benefits in the amount of at least the minimum wage per calendar month. A few years ago, a rule of 100% coverage of lost earnings was introduced for parents caring for sick children under the age of 8, which also indicates an increase in the level of social support for citizens.

One of the types of compulsory social insurance, which is insured by the Social Fund of Russia, is compulsory social insurance against industrial accidents and occupational diseases. In this regard, we consider it important to note the role of this state extra-budgetary fund of the Russian Federation in the prevention of industrial accidents (the fewer they occur, the safer the working conditions, the higher the quality and life expectancy of working citizens). This is ensured by the presence of 32 occupational risk classes, the differentiation of applicable tariffs for this type of social insurance, as well as the discounts and surcharges used. Due to the prevention of accidents, not only an effect is achieved for each individual citizen, but also for specific industries and the economy as a whole, as this makes a positive contribution to stimulating economic growth.

In the context of studying the role of the Social Fund of Russia, it is also important to note that the large volume of social payments that are carried out at the expense of this budget is a consequence of the provision of appropriate targeted inter-budgetary transfers from the federal budget. For example, for a number of measures to support families with children (for example, in terms of family capital or a single allowance). So, in particular, Figure 6 shows data on the dynamics of the size of family capital (we see that if at the start of the program its size was 250 thousand rubles, now it is almost 1 million rubles). At the same time, of course, it should be noted that the source of financial support for these expenses are funds provided in the form of an inter-budgetary transfer from the federal budget to the budget of the Social Fund of Russia (i.e. insurance premiums for social benefits should not be used and are not being used). Therefore, when analyzing the composition of inter-budgetary transfers provided from the federal budget to the budget of the Social Fund of Russia, it is extremely important to focus on the targeted nature of these funds in connection with the allocation of this state extra-budgetary fund with a large number of additional powers.

A special place in the system of social support measures for families with children in 2026-2028 is occupied by the annual family payment, introduced this year, for the financial support of which it is planned to allocate 119.1-138.4 billion rubles in the period under review. It is especially valuable both from a social and economic point of view, as it is aimed, firstly, at supporting those families with children whose income does not exceed the established comparison criterion (1.5 subsistence minimum per capita), and, secondly, the financial mechanism is based on the return of earlier paid personal income tax. Accordingly, an additional incentive for official work is provided, which has both social and economic significance, both for a particular family and for the state as a whole.

Undoubtedly, within the framework of the current practice of managing state extra-budgetary funds in Russia, special attention is paid to taking into account various socially significant indicators in the development and implementation of budgetary policy in this area. However, it cannot be considered sufficient, since the text of the explanatory note to the budget of the Social Fund of Russia lacks any emphasis on the importance of taking into account long-term indicators characterizing the functioning of this state extra-budgetary fund. At the same time, ensuring high results of the socio-economic development of the Russian Federation requires balanced and deeply thought-out decisions based on a strategic vision not only of the present, but also of the future.

The analysis of the budget data of the Federal Compulsory Medical Insurance Fund conducted in the course of the study allows us to draw a number of important conclusions. Firstly, the volume of budget revenues of this state extra-budgetary fund will increase in the study period to 5.42 trillion rubles (an increase of 1.15 times in three years). The key source of budget revenue for this state extra-budgetary fund is insurance premiums, which are paid for both the working and non-working population. According to Figure 7, it is clearly seen that approximately 70% of the income raised in the form of insurance premiums comes from the working population, and the remaining part falls on the non-working population. At the same time, if we look at the structure of insured persons in this context, it seems possible to see the opposite situation in terms of the predominance of the unemployed population: out of 145.9 million insured persons, 66.5 million people (45.6%) are employed. As part of the further modernization of approaches to budget revenue management of the Federal Compulsory Medical Insurance Fund, it seems advisable to take a more variable approach to determining payers of insurance premiums for the unemployed population, since its structure includes both objective categories of citizens (for example, pensioners, children, officially registered unemployed, etc.) and persons who, as part of the implementation of They refuse to exercise their constitutionally guaranteed rights to work. At the same time, regardless of the category of unemployed citizens, insurance premiums for them are carried out by the executive authorities of the constituent entities of the Russian Federation at the expense of the regional budget. A differentiated approach to the sources of financial support for these expenses would make it possible to increase the fairness of the compulsory health insurance system and make a qualitative shift not only in terms of the share of insured contributions that are mobilized for the unemployed population, but also in the context of ensuring effective and responsible management of regional budgets.

Speaking about the budget structure of the Federal Compulsory Medical Insurance Fund, we consider it important to note that about 90% of the budget of this state extra-budgetary fund of the Russian Federation is allocated to finance the provision of subsidies to territorial compulsory medical insurance funds, which raises the debatable question of the expediency of having this state extra-budgetary fund, at least as an independent one.

Based on the results of reviewing the explanatory note to the draft federal law, it should be concluded that, despite the rather wide range of indicators used in planning the budget of the federal compulsory medical insurance fund for 3 years, the strategic management of this state extra-budgetary fund has reserves for its further development.

At the same time, of course, it is important to pay attention to the objective limitations associated with the peculiarities of the demographic structure of the population. In particular, for example, Figure 8 shows data on population dynamics for the period up to 2046. When generating the data, a scenario approach was used, suggesting three scenarios: from low (negative) to high (positive). It should be noted that, depending on the chosen scenario, by the beginning of 2046, the population will range from 130.6 million to 150.9 million people. It is important to use this data in the implementation of long-term budget planning regarding the management of state extra-budgetary funds in the Russian Federation.

Taking into account the differences in approaches to building the fundamental foundations of organizational and legal regulation of the functioning of state extra-budgetary funds in Russia, a single regulatory legal act (federal law) should be adopted at the federal level, which would consolidate common approaches to managing the Social Fund of Russia and the Federal Compulsory Medical Insurance Fund and the corresponding features, taking into account the specifics of the fund. Moreover, taking into account the existing experience, the practice of combining state extra-budgetary funds and, accordingly, the formation of at least a single state extra-budgetary fund at the federal level, aimed at comprehensively solving the tasks of financial support for the social sphere in the context of the powers vested with the Social Fund of Russia and the federal compulsory Medical Insurance Fund in accordance with current legislation.

Speaking about the development of strategic management of state extra-budgetary funds in the Russian Federation, it is advisable to implement it on a long-term basis by calculating the following list of specific indicators for the period up to 2046 (this period was chosen taking into account the time frame for which the Rosstat demographic forecast was prepared, which should become the basis for integrated strategic management of state extra-budgetary funds in the Russian Federation Federation):

1) the number of insured persons (in the context of each type of social insurance);

2) the number of working and non-working population;

3) the structure of the working population (by gender, age, professions, types of economic activity, insurance experience, annual income);

4) the volume of the base subject to insurance premiums (combined by economy, broken down into components, taking into account different insurance premium rates);

5) the amount of the marginal base for insurance premiums;

6) the structure of the unemployed population (according to the categories established by the current legislation);

7) the amount of insurance contributions mobilized for each type of social insurance, including in the context of all provided grounds;

8) the amount of shortfall in revenues of the state extra-budgetary funds of the Russian Federation due to the application of reduced insurance premium rates;

9) the amount of expenses for each social payment.

The first and seventh indicators are extremely important in terms of ensuring stable incomes of state extra-budgetary funds because it determines the results of assessing the volume of insurance premiums being mobilized. In turn, these indicators are also valuable in terms of the potential volume of social benefits in connection with the occurrence of an insured event provided for by the type of social insurance. The importance of the second and sixth indicators, first of all, is manifested in taking into account when assessing the amount of funds mobilized to the budget of the Federal Compulsory Medical Insurance Fund (since in the current legal paradigm, the amount of incoming funds for the working population is usually higher than for the unemployed), as well as assessing the potential for modernizing approaches to building cash flows when paying insurance premiums for the unemployed population. The third indicator is important from the point of view of carrying out the accuracy of the volume of revenues of state extra-budgetary funds, including in the context of the established specifics of the payment of insurance premiums for certain types of economic activity. The fourth indicator makes it possible to estimate the key component of budget revenues of the state extra-budgetary funds of the Russian Federation (insurance premiums), and, accordingly, if necessary, to determine a list of specific measures that contribute to their growth, provided that the costs associated with making social payments in the event of insured events are insufficient to finance them. The fifth indicator is important both directly and indirectly: the direct manifestation is related to ensuring income planning for state extra–budgetary funds of the Russian Federation, and the indirect one is in strengthening trust between government institutions and insurance premium payers (as they also have the opportunity to build long-term strategic management of their finances). The eighth indicator provides a quantitative and qualitative assessment of the amount of income not received by the relevant budget of the state extra-budgetary fund due to the fact that special conditions for insurance premiums have been established. There is no doubt that the list of these grounds should be seriously substantiated and evaluated for the specific effects of applying reduced rates in both the short and long term. Moreover, such an analysis should be carried out not only for the future, but also retrospectively. Accordingly, when objective data is obtained indicating that there is no confirmation of previously stated assumptions about obtaining specific socio-economic effects, the composition of the grounds contained in the list for charging insurance premiums under reduced conditions should be adjusted. It seems that absolutely any ruble that does not reach the budget of the state extra-budgetary fund of the Russian Federation should bring a specifically assessed socio-economic effect. The ninth indicator makes it possible to provide strategic planning of the amount of funds needed to finance the costs associated with the implementation of social benefits in connection with the occurrence of specific insured events provided for by the current legislation governing the organization of social insurance in the Russian Federation.

Finally, it is important to pay special attention to issues related to ensuring the transparency of the functioning of state extra-budgetary funds in the Russian Federation at both the federal and regional levels. In order to ensure the growth of such transparency, it is necessary to provide for the mandatory formation of special thematic brochures for citizens, revealing the role of each state extra-budgetary fund in the financial provision of the social sphere in the Russian Federation. It is important to note that within the framework of these booklets it is necessary to post not only data on expenditures of the budgets of the state extra-budgetary funds of the Russian Federation, but also specific results obtained reflecting the effects of using each budget ruble.

In order to ensure the solution of existing problems with the transparency of the functioning of state extra-budgetary funds in the Russian Federation, it seems advisable to inform citizens annually about the amount of social support measures, including those received from the budgets of state extra-budgetary funds in the Russian Federation. This, firstly, will increase the level of trust in their functioning, and, secondly, it will also increase the level of financial (including budgetary) literacy and tax culture of Russians, which is an important component of the system of measures to ensure effective and responsible management of public finances in modern socio-economic conditions.

Moreover, our above calculation of the indicators characterizing the functioning of the state extra-budgetary funds of the Russian Federation for a long-term period should be accompanied by their public posting on the official pages of the state extra-budgetary funds on an annual basis. Moreover, it is extremely important, when carrying out the annual correction of the calculation results, to provide explanations for each clarification in terms of a qualitative and meaningful explanation of specific reasons, which will ensure effective and responsible management of state extra-budgetary funds in the Russian Federation in the context of a qualitative strengthening of their role in the financial provision of the social sphere.


Conclusions and further research directions

Summarizing all the above, we consider it important to note that state extra-budgetary funds in the Russian Federation play a significant role in the financial provision of the social sphere, and existing problems are being solved. In particular, the study proposed measures to address existing problem areas: strengthening the quality of strategic management of state extra-budgetary funds from the perspective of strengthening their role in financial support of the social sphere, increasing transparency in the management of state extra-budgetary funds by modernizing approaches to the content and quality of information posted on official websites, ensuring a specific effect from the use of each budget ruble, including by modernizing approaches to managing the shortfall in revenues from state extra-budgetary funds in the Russian Federation.

The scientific novelty of the results obtained in the course of the study is associated with the application of an original approach to substantiating the role of state extra-budgetary funds in the Russian Federation in the financial provision of the social sphere, as well as recommendations for solving existing problems. The voiced working hypothesis was confirmed in the course of the conducted research.

The practical significance of the results obtained in the course of the study lies in the possibility of their application in the framework of making specific decisions to improve the management of state extra-budgetary funds in Russia, as well as the modernization of the social security system in Russia in the context of current trends in the socio-economic development of public legal entities. Special attention should be paid to the importance of using the research results presented in the scientific article not in the form of targeted measures, but in a complex to ensure the strengthening of the role of state extra-budgetary funds in the financial provision of the social sphere in the Russian Federation, taking into account the strategic goals of the development of the state.

Further research focuses on issues related to ensuring increased transparency in the management of state extra-budgetary funds in the Russian Federation at the federal and regional levels, including in the context of increasing awareness of Russians about the necessary social support measures.

The reviewed article is devoted to the study of the role of the state extra-budgetary funds of the Russian Federation in the financial provision of the social sphere in the medium term 2026-2028. The subject of the research is the organizational and legal basis for the functioning of extra-budgetary funds, their income and expenses, and the development of proposals to improve their management. The research methodology is based on the use of a scenario approach, methods of analysis and synthesis, induction, deduction, generalization, systematization, and graphical representation of the results obtained. The relevance of the topic of the work is due to the fact that in the context of demographic challenges, changes in pension and medical legislation, the study of the role and prospects for the development of extra-budgetary funds is of particular importance. Unfortunately, the scientific novelty of the work is not clearly formulated by the authors. Structurally, the following sections are highlighted in the work: Introduction, Materials and research methods, Organizational and legal foundations of research, Research results, Conclusions and further research directions, Bibliography. The article outlines the basics of the functioning of extra-budgetary funds in Russia, analyzes the budgets of the Social Fund of Russia and the Federal Compulsory Medical Insurance Fund for 2026-2028. The text of the publication is illustrated with 8 figures. The authors draw attention to the need to strengthen the quality of strategic management, increase its transparency, and ensure a specific effect by modernizing approaches to managing the shortfall in revenues from state extra-budgetary funds in the Russian Federation. The Bibliography section includes 31 sources – publications by domestic and foreign authors in Russian and English in Russian and foreign scientific journals. The text contains references to the bibliographic list. The reviewed work contains a number of significant methodological and stylistic shortcomings that require further development. Firstly, the article does not formulate the purpose, the working hypothesis of the research, the tasks to be solved and the elements of scientific novelty obtained by the authors – this weakens the methodological rigor of the work and does not allow us to grasp the scientific intent of the research. Secondly, the review of scientific publications on the research topic was carried out formally – it mentions the existence of a particular study, but there is no systematization of scientific positions and the allocation of controversial aspects of the issues under study. Thirdly, the description of the Power of Siberia–2 gas pipeline is not directly related to the topic of the article. Fourthly, throughout the article, the authors systematically use the phrases "the authors carried out the analysis", "the authors consider it important", "the authors propose", etc. This is a violation of the academic norm, since the authors write about themselves in the third person, i.e. there is a stylistic error in the self-designation of the authors in the article. The reviewed material corresponds to the direction of the journal "Theoretical and Applied Economics", but the authors need to finalize the article in accordance with the comments made.
