Abstract: The purpose of this study is to organize effective "sport training" for cadets and students of educational institutions of the Ministry of Internal Affairs of Russia using the principles of functional all-round training. The subject of the study is the methods of functional all-around, adopted for implementation in the training process of cadets and students of educational organizations of the Ministry of Internal Affairs of Russia using the example of the Ryazan branch of the Moscow University of the Ministry of Internal Affairs of Russia. In the process of research, methods of observation, generalization of independent characteristics, study and generalization of advanced pedagogical experience, experimentation, generalization, and specification were used. An analysis of the requirements for the performance of law enforcement officers emphasizes the need to develop a special approach to mastering "Physical Training". The result of the work is a set of indicators confirming the effectiveness of using functional all-around techniques to improve the quality of performing combat wrestling techniques. The results of the research can be used in educational process of the educational organizations of the Ministry of Internal Affairs of Russia in the discipline “Physical training”. The author substantiates the conclusion that these techniques not only help to realize the potential of general physical training of students, but also to form mental stability in the face of hard physical work, difficulties in the process of maintaining public order and ensuring public safety, as well as in other professional activities. The novelty of the research is determined by the content of the methods used and the rationale for the effectiveness of their use directly to improve the quality of performing combat fighting techniques.

The analysis of the requirements for the performance of law enforcement officers emphasizes the need to develop a special approach to the development of the discipline "Physical training". An employee of the internal affairs bodies has a huge responsibility in the field of protecting public order and ensuring public safety, suppressing illegal actions against citizens threatening their lives and health. In order to improve the technique of performing combat fighting techniques, it seems necessary to study them in conditions as close as possible to service in real (including special) conditions. The principles of functional all-around can serve as an effective auxiliary tool for this.

This sport is currently actively developing and has proven itself on the positive side in solving a whole range of general development and specific tasks, in relation to various target groups of students and areas of sports training [1]. Meanwhile, modern research on the use of functional all-around techniques in the educational process of universities of the Ministry of Internal Affairs of Russia is either not accompanied by a justification of qualitative and quantitative criteria for the effectiveness of such use [2], or concentrated on elements of functional all-around techniques, which are very difficult to use in conditions of actual logistical support (in particular, we are talking about the simultaneous implementation of all by students of complexes containing elements of weightlifting, kettlebell lifting, etc.) [3].

From the point of view of modern regulatory regulation, functional all-around in Russia is recognized as an independent sport, with the possibility of assigning ranks and titles. At the same time, it can also be considered as a system of techniques available for borrowing by other species in order to improve physical and functional training. Martial arts, in particular, are an illustrative example, which is confirmed by those examples of well-known professional athletes openly demonstrating their training and training plans on social networks and other open resources. At the initial stages of training, such plans are significantly dominated by general physical training classes, which is not surprising, since it is well known that general physical training is the basis for a high-level fighter. Traditionally, it is only after increasing the level of general physical fitness that it is possible to talk about the effectiveness of special and special tactical training.

Having analyzed the training processes of most high-level fighters of various martial arts directions, it can be concluded that they borrow the methodology and programming of training precisely from the functional all-around. In particular, we are talking about examples of systematization of the training process, in which at the initial stage it is designed for volume (long-term training). A programming option such as metcon (metabolic training) is often used here. In general, this type of functional training is aimed at developing all subtypes of such physical qualities as endurance, speed, strength and other types of training. After a certain period of training, or in the modern slang term, the period of passing the "training camp", a transition is made to the formation of specific physical qualities of speed or strength, depending on the tactical directions in the training of a fighter. At the same time, programming options such as AMRAP, AFAP or TABBATA are most often used, and various modifications can be used to maintain physical endurance conditions (for example, E2MOM or E3MOM, depending on the goal set in a particular workout). Here is a concrete example of building such a training cycle.

To do this, imagine a hand-to-hand combat fighter with a plan for a fight where the development of high-speed abilities prevails. Under given conditions, an approximate plan of the following nature can be proposed: the initial basic stage: metcon – 4 times climbing the rope, 6 times tipping the tire, 8 pull-ups to the chest, 10 lunges with a weight at the chest, 12 push-ups from the floor, 20 sledgehammer blows on the tire, 30 pushes of the neck from the chest, 40 rotations of the pancake and 200 double jumps on a rope. This complex is an example of training to strengthen general physical fitness and build endurance in the initial period of training for a "melee" and reflects the direction of development at the initial stage of the "training camp". Here, the foundation of endurance is being built, on which it is subsequently proposed to impose high-speed qualities. The next stage is associated with the development of high–speed endurance, the following programming option can be offered here: AMRAP 15 minutes - 5 jerks of a barbell into a 40 kg rack, 10 overhead squats (a barbell with a jerk grip on straight arms above the head), 5 push-ups with cotton. Speed and strength endurance develops in the training process at the third stage of general physical training. This final stage of general physical training is reduced to short training sessions, which, however, require performing each movement at maximum speed. For example, TABBATA can be offered on the principle of 20 seconds of work, 10 seconds of rest. The "squats" exercise is performed, but the conditions for its execution are such that squats are done at maximum speed for 20 seconds.

This programming principle was also used in classes on the discipline "Physical training" at the Ryazan branch of the Moscow University of the Ministry of Internal Affairs of Russia named after V.Ya. Kikot. To conduct the experiment, the test subgroups in the training platoons were identified. Group A, consisting of 9 people of different sexes, carried out the improvement of combat techniques to combat the programming of educational (practical) classes on the principle of functional all-around, group B, consisting of 8 people, was trained in a standard format, according to the requirements of the order of the Ministry of Internal Affairs of Russia No. 450 dated July 01, 2017 "On approval of the Manual on the organization of physical training in the internal affairs bodies of the Russian Federation". The results of the study are recorded in Appendix No. 1. The result of the experiment is to confirm the effectiveness of the application of functional all-around techniques for the development of general physical fitness among cadets and students of the educational organization of the Ministry of Internal Affairs of Russia. A positive effect was found in the study of differences in the quality, speed, and power of performing technical actions (fighting techniques). It is established that the use of functional all-around elements gives additional confidence to students in solving related tasks, ensuring the development of the ability to independently perform official duties while ensuring law and order and protecting the rights of citizens.
