The legal regulation of the formation of the Russian judiciary in the first half of XIX century (example of the civil jurisdiction bodies).Abstract: It is a generally accepted point of view that the judiciary in the pre-Reform Russia had numerous shortcomings, and its efficiency was lower, than in the European states. As the author of this article points out, part of the blame should be put on the judiciary cadre policy.
