The quality of higher education in the system of the Ministry of Internal Affairs of Russia should meet the needs of society and the state in the training of highly qualified personnel with professional knowledge, skills, skills and competencies. The educational organization is tasked with the formation of specialists capable of perceiving new ideas, making non-standard decisions, actively participating in innovative processes, specialists who are ready to solve professional problems.

The final qualification work (hereinafter referred to as the WRC) is the final stage of such training, shows the readiness of graduates for further professional activity. During the implementation of the WRC, the student not only systematizes the acquired knowledge, but also continues to improve the research skills acquired during the years of study at the Institute [1, p. 254]. The implementation of the WRC contributes to the development of students' independent scientific activity skills, including the skills of searching, analyzing and systematizing sources and literature, presenting the content of questions logically sequentially using scientific style and special terminology [2, p. 175].

One of the most important strategic directions of modernization of Russian education is the introduction of information and telecommunication technologies into the educational process, providing conditions for the formation of a new type of education that meets the needs of personal development and self-development in a new socio-cultural situation [3, p. 78].

The introduction of antiepidemiological restrictive measures predetermined the need to use electronic educational resources and the capabilities of the electronic information educational environment of the Institute to provide methodological and organizational assistance to students, including those performing the WRC. It is obvious that in the conditions of problematic and contradictory social development against the background of the processes of informatization and globalization, the independent work of students has its own characteristics and acquires special significance. An essential feature of higher education in educational institutions, including the Ministry of Internal Affairs system Russia, is strengthening the role of extracurricular independent work.

The analysis of the survey data showed that the majority of students and members of the faculty of the Institute are aware of the importance of independent work; when performing the WRC, students have difficulties associated with insufficient level, inability to independently select the necessary literature and empirical material, as well as with unusual living conditions. One of the conditions that ensure the effectiveness of the independent work of the listener is the quality of his awareness of the main issues and stages of the preparation of the WRC.

The features and problems of organizing independent work in educational organizations, including the system of the Ministry of Internal Affairs of Russia, are studied in the works of S.I. Arkhangelsky, A.E. Agaeva, I.V. Bashkirova, L.S. Vygotsky, K.K. Gamayunov, N.E. Kasatkina, A.N. Leontiev, Ya.I. Melnichenko, P.I. Pidkadistogo, N.. V. Pakhomova, E.N. Trushchenko, G.M. Khakimova and other scientists. Despite the relatively thorough development of the object of research, the problem of organizing controlled independent work of students performing WRC remains unaffected.

The object of the study is the social relations arising in the field of education in connection with the implementation of educational programs of higher education in the conditions of technologization of the educational process.

The subject of the study is the modeling of the information and learning space, actualizing the independent work of the listener in the preparation of the WRC. At the same time, the information and learning space is a pedagogical system specially created within the information and educational environment of the Institute, focused on creating conditions for independent work of students with the help of information technologies [4, p. 4].

The purpose of the study is to theoretically substantiate, develop and test the effectiveness of using electronic educational resources and the capabilities of the electronic information and educational environment of the Institute to provide methodological and organizational assistance to students.

In accordance with the purpose, the research hypothesis was put forward: the use of electronic educational resources and the capabilities of the electronic information and educational environment of the Institute to provide methodological and organizational assistance to students will contribute to improving the quality of the completed WRC and presentation at the defense.

The scientific novelty of the study is that it describes in detail the methodology approved by the Department of Criminal Law of the Ural Law Institute of the Ministry of Internal Affairs of Russia for using the capabilities of the electronic information and educational environment of the Institute to provide methodological and organizational assistance to students performing WRC.

The methodological basis of the study was the universal dialectical method. In addition, methods such as analysis of special literature, analysis of the content of the federal state educational standard of higher education, observation, pedagogical experiment, questionnaire, methods of statistical processing of experimental data were used.

The quality of the completed WRC, the speeches at the defense and the final assessment are directly related to the quality of the organization of independent work of the listeners. The main stages of the implementation of the WRC are carried out during the period of pre-graduate practice, which is implemented directly at the place of service, which also determines the special importance of the correct and effective organization of independent work.

Independent work during the implementation of the WRC is the planned work of students, carried out according to the assignment and with the methodical guidance of the teacher, but without his direct participation. This type of educational activity contributes to the manifestation of reasonable initiative among students, creates the opportunity to act without outside help and guidance, to be creative, to improvise [2, p. 175].

The Department of Criminal Law of the UrUI of the Ministry of Internal Affairs of Russia has tested the methodology of using electronic educational resources and the capabilities of the electronic information educational environment of the Institute to provide methodological and organizational assistance to students performing the WRC. For full-time students in the specialties 40.05.01 Legal support of national security and 40.05.02 Law Enforcement, as well as correspondence courses in the specialty 40.05.02 Law Enforcement, who performed and are performing the WRC in 2021/2022 and 2022/2023 academic years, after the procedure for approving the list of WRC topics and assigning them to a specific listener in the electronic information educational environment of the Institute, a section was created "Final qualifying work in the disciplines of the Department of Criminal Law".

The following blocks are formed in the specified section:

  1. Ads.
  2. The subject of the WRC in the disciplines of the Department of Criminal Law.
  3. Local regulations.
  4.  Recommendations for the preparation of the WRC.
  5. Literature on the main characteristics of scientific research.
  6. List of Internet resources.
  7. Documents attached to the WRC.

The module "Announcements" allows you to quickly bring information on organizational issues of the preparation of the WRC.

In addition to the list of topics of the Department of Criminal Law, the block "Topics of the WRC on disciplines of the Department of Criminal Law" contains information about their consolidation and the assignment of scientific supervisors to students, which minimizes the likelihood of inconsistency between the boundaries of the study and its topic, as well as the erroneous design of the title page of the work in terms of the name of the topic and the data of the supervisor.

The preparation of the WRC involves the fulfillment of a number of formal requirements defined by regulatory acts. Students' access to the list of necessary documents ensures an improvement in the quality of WRC preparation, therefore, the section "Local regulations" contains references to the WRC Regulations, as well as the Order of placement of WRC texts of students in the EBS.

The block "Recommendations for the preparation of the WRC" contains information that orients the listener on specific issues about the content, structure, design and organization of the WRC. In particular, a sample of the title page design, a memo on the preparation of the work, as well as instructions are posted
by searching for examples from judicial practice. This contributes to the development of the ability to competently present special information, correctly formalize the received
in the course of the research, the results allow to expand the research skills acquired during the period of study at the institute, increases the effectiveness of the listener's work using a personal computer and an office software package.

The section "Literature on the main characteristics of scientific research" contains materials prepared by scientists on various aspects of the preparation of the WRC, which allow the listener to expand, consolidate and systematize knowledge about the main characteristics of scientific research, encourage independent persistent and systematic work and educate the ability to think professionally.

The "List of Internet resources" contains hyperlinks to websites containing legal reference information on judicial decisions of courts of general jurisdiction, magistrates and arbitration courts of the Russian Federation (GAS RF "Justice"), statistical information (Ministry of Internal Affairs of Russia, Judicial Department at the Supreme Court of the Russian Federation), information on defended dissertations in the specialty 12.00.08 - criminal law, criminology and penal enforcement law (HAC under the Ministry of Science and Higher Education of the Russian Federation), as well as providing access to scientific literature on the subject of research (Electronic library system IPR BOOKS, scientific electronic library eLIBRARY.RU ). In addition, each Internet resource from the specified list is provided with a QR code that allows the listener to quickly go to the landing page. This section contributes to the student's tasks of collecting, processing, critical analysis and systematization of materials on the research topic, assessing their practical significance and possible scope of application.

The block "Documents attached to the WRC" contains samples of the WRC implementation schedule, as well as permits for the WRC placement in the EBS, which minimizes the likelihood of erroneous compilation of these documents.

So, in modern realities, there is an evolution of the process of interaction in education from classical education in the form of "human-human", then to the form of "human-computer-human" and then to the form of "human-learning environment" [5, p. 100]. The presented experience of implementing the independent work of the listener in the preparation of the WRC allowed to identify a number of advantages over traditional forms. In particular, it is possible to place in the electronic information educational environment of the Institute the necessary volume of relevant regulatory sources, educational, reference literature, educational and visual materials, to use additional information and educational resources that provide access to various scientific and educational publications, which contributes to improving the effectiveness of the implementation of the WRC. The listener has the opportunity to receive all the necessary information and coordinated contact with the teacher using telecommunications, as well as the ability to effectively allocate time during the implementation of the stages of the preparation of the WRC.

An important aspect of the introduction of e-learning is the readiness and ability of teachers and students to new methods and technologies of teaching [6, p. 166]. The level of competence of the teaching staff is increasing due to the need to acquire new knowledge, in particular, in the field of information technology, which indicates the progressiveness of using such an approach.

Since the expected result of the implementation of the developed methodology is to improve the quality of the completed WRC and the presentation of the defense, its effectiveness should be judged by the results of the state final certification. The average score according to the results of the defense of final qualifying works in full–time education in 2021/2022 academic year was 4.34 (in 2020/2021 academic year – 4.11); in correspondence education in 2021/2022 academic year – 3.79 (in 2020/2021 academic year - 3.54). As can be seen from the data presented, the average score according to the results of the defense of final qualifying works in the 2021/2022 academic year, both full-time and part-time, is higher, which indicates the positive impact of the implemented methodology.

Analysis of the survey data obtained showed that most scientific supervisors note an increase in the quality of the WRC submitted for defense both in terms of their content and design, indicate the depth of study of the issues studied in the works. The students note a high degree of satisfaction with the organization of independent work when performing the WRC.

As a conclusion, it should be noted the indicators characterizing the effectiveness of the proposed methodology:

using the capabilities of the electronic information and educational environment of the Institute allows you to significantly expand the range of techniques and methods used in the process of organizing independent work in the preparation of the WRC;

the interactivity of the methodological materials used increases their informativeness and visibility, which enhances the emotionality of perception, stimulates educational and cognitive activity;

students have an increased level of formation of the necessary competencies, develop skills of independent work, there is an increase in motivation to acquire new knowledge;

the proposed methodology expands the possibilities of the educational process, which contributes to improving the competence of the teaching staff;

the applied pedagogical technologies contributed to the improvement of the quality of the completed WRC and the presentation at the defense.

The object of research in this work is the process of preparing the WRC, while the subject is the use of the electronic environment for these purposes. In our opinion, the preparation of the WRC is perhaps the most undeservedly neglected topic in the publishing space of pedagogical sciences. Basically, improving the effectiveness of student training is considered through the prism of teaching disciplines - meanwhile, the WRC acts as a "litmus test" of all competencies formed in this process, and the quality of graduation papers themselves is very often far from ideal. Thus, the approach to choosing a research topic itself contains elements of local novelty. The study is more descriptive in nature, although formally it traces the practical part, the dominant method is still descriptive analysis, while experimental methods are not actually used. The work is done in a language that fully complies with the norms of scientific style. The list of references meets the requirements. Despite the fact that the text is not divided into parts, all the main structural components of the scientific article can be traced very clearly. It is better to remove the word "positive" from the title. This word in the title already initially reduces the problematic nature of the article. The headline as a whole is worded extremely unorthodoxly, without obvious necessity. In fact, the article should be called "The experience of implementing an electronic environment to improve the quality of students' work." The principal comments on the work are that the practical part does not disclose the experience stated in the title. Experience in the scientific and pedagogical understanding is an activity at the level of methods, forms, techniques, technologies, techniques and, of course, learning tools. In the same work, only learning tools are disclosed, namely the electronic environment. There is no description of the activities of teachers and university leaders in coordinating the designated work. In fact, the author is limited to describing the functionality of the electronic environment. This information is actually no longer new, since such systems operate in all universities. In addition, by itself, the totality of information and educational resources only "brings the horse to the water, but does not force it to drink." That is why there is clearly not enough description of a specific pedagogical impact. The data on improving the quality of the WRC, taking into account their comparison by year, are not one hundred percent valid. In the pedagogical experiment, a control group is provided to confirm the validity. There is no reason to believe that higher grades for the WRC in the last year were not the result, for example, of a more loyal commission or simply better research abilities of a particular stream of students. It is necessary to form groups of students with approximately the same academic performance and suggest writing a WRC using an electronic environment and without it, and then compare the results. The work would also benefit significantly if the author told which components of the electronic environment are more successful and which are less successful, which may require improvement, refinement, and what difficulties students and academic supervisors experience when interacting on WRC issues. The object of research is formulated as it is usually formulated in the social sciences research papers themselves. It is better to formulate it - "the process of preparing the WRC using the resources of the electronic environment" or something like that. So the practical part of this article appears to be clearly unfinished. On the other hand, taking into account the high relevance, local novelty, the author's approach and the obvious involvement of the author in the described activity, as well as the compliance of the manuscript with basic formal requirements, the text can be assessed as acceptable and acceptable for publication in a peer-reviewed publication in the psychological and pedagogical field.
