Abstract:
The article deals with the structure and direction of foreign reserve assets diversification using the euro as one of the "poles" in the polycentric model of the global monetary and financial system under contemporary geopolitical conditions. Diversification of international reserve assets is an important part of financial and economic policy, it allows to reduce the risks associated with reserves and manage volatility, including that of the financial market and foreign exchange as a financial sector, since the information about the international reserves composition influences the economic agents, operating in the financial market. The author dwells upon various approaches to the diversification of reserves depending on short-, medium-, and long-term goals, passive diversification and stabilizing one. The analyzing of the SDR currency basket and using various currencies in over-the-counter has been carried out. As research methods, the author uses general scientific methods of cognition, such as analysis, synthesis, comparison, graphical interpretation, and analysis of statistical information and time series. The novelty of the article lies in the development of proposals for the diversification of international reserve assets aimed at transforming the global monetary and financial system towards polycentrism and reducing the imbalance of power between Russia and the European Union. It is advisable to take into account the results of the study when implementing financial and economic policies both at the state and corporate levels.

Abstract:
The object of the study is the procedure for assessing the state of national security of the Russian Federation, which is being considered for its improvement based on the implementation of a competitive approach when conducting assessments. The authors review the current procedure for assessing national security and justify the need for its improvement. A comparative analysis of domestic and international experience in the formation of criteria, the hierarchical structure of indicators and the prioritization of threats is carried out. The necessity of forming a hierarchical structure, universalization and integration of indicators as part of the implementation of a competitive approach in assessing the state of national security is substantiated. Particular attention is paid to studying the possibility of using uniform international criteria and a system of indicators in domestic practice. Based on the results of the study, the following conclusions are presented. The state of security is not an absolute value, but is characterized by relative indicators obtained from the results of a comparative assessment of the indicators of competing countries. Security monitoring and assessment should be carried out on a cross-country rating basis, comparing different countries, including countries whose activities are the source of the main challenges and threats. The novelty lies in the substantiation of the use of a competitive approach and rating methodology, allowing governing bodies to assess the state of security taking into account domestic development dynamics and a comparative analysis of the indicators of countries that can influence the state of security in Russia. Author also presented the associative series of national interests and national security indicators of the USA and Russia. In contrast to similar studies, an original approach to the formation of a set of indicators of the state of national security is proposed. Building a hierarchical structure of indicators provides an opportunity to focus on the most important international complex and integral indicators, and increase the efficiency and reliability of assessments. The main directions for improving assessment based on the implementation of structural-hierarchical and competitive approaches have been identified.

Abstract:
The article deals with the study of methodological problems of increasing the efficiency of planning and management of ensuring the national security of the Russian Federation in context of uncertainty and risk. The results of the analysis of the main features of national security as a subject area and a complex object of public administration management are presented. The main features of management processes to ensure Russia's national security within the framework of closely interconnected external and internal contours of the subject area under consideration are highlighted. The analysis of the problems and tasks of planning as the central function of the national security management process, which determines the ways to achieve the goals set in the conditions of continuous changes in the external and internal environments, as well as the threats and challenges associated with them, is carried out. To improve the efficiency of managing processes to ensure national security, it is proposed to use a scenario approach, which provides the possibility to develop a complex of planning and management decisions taking into account the alternatives for the future events at the management object and in the external environment under uncertainty and risk. The basic strategies for using scenarios in the processes of long-term and medium-term planning are highlighted and the results of evaluating the effectiveness of various approaches to converting scenarios into concrete plans are presented. The results of the analysis showed that the use of the developed automation technology for scenario-forecast research based on the signed oriented graphs mathematical model as a means of information support for the decision-making processes significantly expands the possibilities of using the scenarios as the planning processes basis in order to increase the validity, efficiency, effectiveness and sustainability of the developed plans and programs.

Abstract:
The aim of the work is to determine the extent of regional differentiation in living standards (based on the analysis of monetary indicators) within the Volga Federal District, as well as the determination of the intraregional level of socio-economic inequality. The object of the study is the phenomenon of inequality as an antipode of the criterion of the social state. The subject of the study is the parameters of socio-economic inequality by income of the population of the regions of the Volga Federal District. The research methodology is based on an interdisciplinary approach to the study of the phenomenon of inequality as a limiter of the target function of the social state. Results of the study and scientific novelty. 1. The author proposes to determine the degree of distancing society from the practical realization of the idea of the social state, defining the state of equality as a blue marker of the social state, and excessive inequality as a red marker of the social state. 2. The paper presents an analysis of the level of socio-economic inequality of the regions of the Volga Federal District. 3. In the author's opinion, one of the trigger mechanisms for solving the problem of socio-economic inequality should be social elevators that reduce the degree of distancing from the blue marker of the social state. 4. The author sees the root of solution in the structural transformation of the economy.

Abstract:
The subject of the research is the relations that arise in the process of combating the legalization (laundering) of criminal proceeds in the economy. The author substantiates the need to change the current legislation in terms of classifying self-employed persons who provide intermediary services in real estate purchase and sale transactions as persons who are required to register with Rosfinmonitoring and exercise mandatory control over part of the transactions. In the article, on the basis of the algorithm developed by the author, a check was made of the compliance of realtors and real estate agencies of the Republic of Mari El with the legislation in the field of combating the legalization (laundering) of proceeds from crime. Particular attention is paid to recommendations for improving the mechanism of operation of the Domclick service with realtors and real estate agencies.The scientific novelty of the study lies in the identification of real estate purchase and sale transactions through the Domclick service, which are carried out by real estate agencies that are not registered with Rosfinmonitoring and do not exercise mandatory control over transactions, as well as determining the share of transactions in the primary market that are subject to mandatory control using the example Republic of Mari El. The results obtained contain practical recommendations for changing the current legislation, develop theoretical provisions in terms of ensuring the economic security of public legal entities, and also determine the identification of one of the threats to the economic security of the Republic of Mari El: the threat of legalization (laundering) of proceeds from crime in the market sale of real estate.
