The subject of the study is the system of factors of public safety of family recreation, statistical data on the most important areas requiring attention from local authorities, organizers of recreation and entrepreneurs working in the field of recreation and tourism. In recent years, the topic of creating comfortable public spaces in resort towns has become increasingly relevant. With the increase in the flow of tourists, as well as the number of families choosing such places for recreation, there is a need to understand and improve the conditions for a safe family stay. Modern cities are complex ecological systems, where attention to various social groups is of paramount importance for the creation of high-quality public space. The priority in the creation of comfortable public urban spaces is the tasks of an integrated approach to safe and affordable family recreation, including for different age and social groups of the population in the recreational and communicative environment. The results of a population survey on the state of the public safety system are presented, taking into account the requirements and wishes of families for modern resort areas. Suggestions are given to improve the conditions for safe family recreation, which will create more favorable conditions for a comfortable stay of families in the resort region. Urban public spaces should not only be arteries for movement, but also areas where people can interact, enjoy cultural events and exchange experiences. Introduction The attractiveness of urban public spaces is determined by a complex of social and environmental factors, among which are the ability to ensure safety and accessibility, including for different age and social groups of the population, as well as the creation of functional opportunities for activities in a recreational and communicative environment. Urban public spaces should not only be arteries for movement, but also territories where people can interact, enjoy cultural events and share experiences. It is important to emphasize that the variety of activities directly affects the quality of urban life. For example, the presence of recreation areas, places for creativity, and event venues contributes to the formation of an active community where everyone can find a suitable activity or simply become part of the overall process. Cities integrate elements that promote socialization into their infrastructure: outdoor cafes, art objects, green spaces, as well as places for sports and outdoor activities [1-3]. Such approaches not only enrich the aesthetic perception of the space, but also create an opportunity for residents to interact with each other, forming strong social bonds and a sense of belonging. Analyzing the specifics of urban activities, it is possible to identify those aspects that contribute to the creation of a diverse and accessible public space that can enrich the lives of its residents and strengthen the community as a whole [4]. One of the most vulnerable and striking indicators of the effectiveness of urban planning are young parents with strollers, the elderly and people with disabilities. These groups not only have their own unique needs, but can also serve as a mirror reflecting the common problems of public space. Young parents face a lot of challenges when moving around the city. Strollers for children are not only a means of transportation, but also a symbol of safety and convenience. When traveling with children, parents should pay attention to the quality of the infrastructure: the presence of footpaths, the absence of curbs, lighting and the safety of crossings. Since children in strollers cannot independently assess the dangers, the task of parents is to create a safe space for them. Theoretical overview Creating a safe urban environment requires efforts on the part of urban planners and public utilities. It is important to provide for unhindered access, ramps, wide doors and safe passages; quiet areas: parks and squares should be designed for family recreation; this includes play infrastructure, safe playgrounds and recreation areas; communication and support: open spaces for discussion and support of other parents, which contributes to the creation of a community [8,9]. A public space convenient for parents with strollers signals a high quality of life in the city. This is important not only for parents, but also for the whole society, as it creates conditions for the peaceful upbringing of children and the formation of their social adaptation. The generation of positive experiences among young families in public places forms further preferences in the life of a particular area. Older people are also an important group that deserves attention when assessing the quality and safety of the urban environment. Most often, they face difficulties in movement due to limited mobility, chronic diseases and physical condition. Given that this population group is growing every year, the need for safe and comfortable public spaces is becoming even more urgent. Creating an accessible environment for the elderly means not only getting rid of architectural barriers, but also providing physical and psychological comfort [10, 11]. Important aspects of comfort for the elderly are the availability of places to relax: benches, gazebos and recreation areas that will help the elderly take a break from movement; information accessibility: signs and signs with large font and visual cues to facilitate navigation around the city; communication and interaction: social programs and activities that promote the integration of older people into society [12, 13]. Comfortable conditions for the elderly are important not only for them, but also for society as a whole. Having safe and accessible public spaces improves the quality of life, promotes social engagement, and reduces social isolation. Support for the elderly creates an excuse for mutual assistance and engagement, which has a positive effect on society as a whole. People with disabilities face many obstacles in their daily lives. Safe and accessible public spaces are crucial for their integration into society and ensuring equal rights. Creating an environment in which they can move freely and participate in city life should be a priority of urban planning [14]. An accessible urban environment, including people with disabilities, requires an integrated approach, removing barriers: ramps, elevators, wide openings and mobile toilets specially designed for wheelchair users; communication and support: creation of inclusive programs aimed at involving people with disabilities in public life; flexibility of urban infrastructure – the ability to adapt to the different needs of users [15]. Creating an accessible urban environment for people with disabilities not only meets their needs, but also brings many social and economic benefits. An increase in the number of participants at public events, higher working capacity and participation in society – all this creates a more harmonious and diverse space where everyone will be comfortable and safe. Public space in resort towns plays a key role in creating a comfortable and safe atmosphere for vacationers. However, there are often situations when families with children face various obstacles during their stay in the resort region [16,17]. Problems related to the availability of public spaces can seriously affect a comfortable stay and even cause unpleasant incidents. In resort towns, sometimes there is not enough urban infrastructure to ensure safe movement: pedestrian crossings, organization of the transport system. The situation is aggravated by improper parking of cars, blocking sidewalks, forcing parents with children to move along the roadway or parking lot, which creates a high risk of traffic accidents. According to the rules of the road, sidewalks are intended exclusively for pedestrians, but in practice the rule is often violated. Examples of improper parking include situations where cars are parked on sidewalks, leaving no space for pedestrians. As a result, parents with strollers or the elderly, people with disabilities are forced to look for workarounds, which creates additional difficulties and inconveniences. To solve this problem, the city's leadership must take tough measures against illegal parking [18]. This may include an increase in the number of traffic inspectors, as well as the installation of electronic monitoring systems for violations. In addition to cars, there are other elements that can negatively affect the accessibility and safety of public spaces [19, 20]. Static billboards, lighting masts, road signs, and other structures can limit the space for pedestrians to move comfortably, especially when it comes to families with children. Billboards are sometimes installed very close to sidewalks, and this can become a serious obstacle for people, especially with baby strollers. In addition, low lighting masts or signs may partially obscure the sidewalk, which reduces visibility and increases the risk of accidents. In addition, insufficient attention to the design of public space leads to chaotic placement of elements. Road markings are another aspect that can significantly affect the accessibility of public space. As a rule, designated pedestrian crossings are vital points for children and parents with strollers. However, the markings are not always clearly visible, as a result of their erasure or unreadability, people may find it difficult to understand exactly where to cross the road, as well as which sections of the sidewalk are safe for traffic. Each fuzzy line can pose a potential security risk. Updating and maintaining up-to-date road markings should be a mandatory requirement for all resort towns. Clear and bright markings on the roads will help not only families with children, but also every pedestrian to feel more secure and confident. It should be noted the important role of proper placement of playgrounds and recreation areas for vacationing families with children, which will ensure safe access. Playgrounds should be located in conditionally protected areas where children can play freely, while parents can watch them. However, such zones can often be located far from sidewalks or the main pedestrian flow [21, 22]. This creates problems for moms and dads who are physically unable to reach their children quickly. When creating modern resort areas, the requirements and wishes of families for an adaptive, comfortable and clean space should be taken into account. Therefore, public discussions on the design of recreation areas for families with children should be mandatory for all urban resort infrastructures. This will help to avoid misunderstandings and design a space that meets the real needs of vacationing families. When it comes to families with toddlers, the problem of a lack of high-quality infrastructure for strollers is especially relevant. Having uniform and safe sidewalks is just the beginning, but it is also necessary to install ramps and elevators to make public spaces accessible to everyone. Sometimes the numerous staircases at the entrances to shopping malls, cafes and other establishments become an obstacle for pedestrians with children. In addition, the lack of appropriate entrances creates additional difficulties. The solution to this problem is possible by installing ramps at all facilities located in the recreation area. By establishing these basic elements, the city authorities can significantly improve the quality of recreation for families with children. The creation of an accessible infrastructure can also be an additional incentive for family vacations [23]. Personal mobility devices, which include electric scooters, electric bicycles, electric skateboards, gyroscuters, segways, and monowheels, are becoming increasingly popular and attracting attention as convenient means of transportation [24, 25]. These devices allow you to quickly move around the territory, avoiding traffic jams and saving energy for active recreation. Electric scooters and electric bicycles have many advantages. They are easy to use, environmentally friendly and allow you to travel short distances at high speed. Especially in resort towns, where the density of people and transport is high, such devices are becoming an integral part of urban infrastructure. However, the use of electric scooters and electric bicycles in public spaces requires special attention to the safety of all road users. One of the main risks is the possibility of accidents due to the inattention or inexperience of the drivers themselves, as well as pedestrians who may suddenly enter the lane without noticing the approaching vehicles. In addition, not all resort towns have sufficient infrastructure for safe movement on these devices, which increases the likelihood of traffic accidents. For example, in some resort towns you can find a separate lane for cyclists, but it often intersects with pedestrian areas. This creates inconsistencies and increases the risk of accidents. Pedestrians may unexpectedly enter the "bike path", not realizing that there may be an electric scooter or an electric bicycle moving at high speed nearby [26]. Therefore, it is necessary to actively develop and improve the urban infrastructure for safe movement on these vehicles. This applies to both the creation of new and the improvement of existing road sections, as well as the installation of signs and markings that clearly show where pedestrians can move and where the use of electric scooters and electric bicycles is allowed. Family holidays mean that children can often be found on the paths and streets of resort towns. Talking about safety, playing games, and other activities can be a useful way to teach children how to behave properly on the road and follow the rules. Respect for others and caution become the main factors that can prevent accidents. The areas of embankments and parks become especially difficult to move around when pedestrians, cyclists, and electric scooter drivers are in the same area. It must be remembered that not all pedestrians can easily perceive fast-moving vehicles. This factor becomes especially relevant when it comes to families with young children, the elderly, or people with disabilities. Figure 1 – Safety components of family vacations in public spaces Keeping a distance, reducing speed in places with high density of people, and being ready to take measures to prevent collisions are important skills that every electric scooter or electric bike driver should have. Many resort towns are already taking measures to improve security, but each user needs to be aware of their responsibilities. Parents need to explain to their children the basic safety rules, such as the availability of protective equipment, speed and smooth movement, especially in places with high density of electric and motor vehicles [27]. It is advisable to organize the education of children in closed areas or in safe conditions, which will help to avoid unpleasant situations on busy streets. The creation of a safe infrastructure, respect for others, user awareness and compliance with legal regulations are key factors that can reduce the risk of accidents and increase the level of comfort during recreation. In the resort city of Sochi, a ban on personal mobility continues to apply in 38 zones, which include parks, squares and embankments in all districts of the city. On the main pedestrian street of the resort, there is a road sign 3.35 "Movement by means of individual mobility (SIM) is prohibited." A mechanism has also been developed to reduce the speed of the scooter automatically: in crowded areas, the electric scooter does not travel faster than 15 kilometers per hour. Renting an electric scooter in Moscow is possible only after passing verification with a full account through the Mos ID system to prevent children and teenagers from accessing the service. Research methodology A sociological study was conducted to determine the opinion of residents and visitors of the city about the factors of safety and comfort in public spaces of resort towns. the implementation of which meets the ideas of citizens and tourists about a comfortable and safe resort and wellness environment. The method of collecting primary sociological information – the population survey was conducted using a face-to-face personal formalized interview at the place of residence of the respondents. 180 respondents were interviewed during the sociological research. Of these, 45% are men and 55% are women. By age: 18-35 years – 36%, 36-50 years – 34%, 51-65 years – 21%, 66 and older – 9%. The respondents were asked ten questions about various aspects of security. The results of the study Table 1 shows the results of a survey of citizens and guests of the city about the safety of family holidays in the resort region.

According to the results of the study, when asked how you assess the level of safety on the beach or near reservoirs in resort towns, the majority (57%) noted an insufficient number of lifeguards and insufficient lighting of certain areas in the evening. Moreover, 78% of women and 54% of men associate coastal areas with a picturesque place for hiking, 20% of women and 45% of men note the possibility of using them for cycling, 69% of all respondents especially emphasize the importance of monitoring children near water. Road safety plays a key role in the perception of a resort town. When asked how safe public transport and roads are in resort areas, 47% of respondents point to the need for a clear distinction between pedestrian and automobile zones, 38% also noted the presence of high–quality markings and traffic lights. Next, it was proposed to assess the state of lighting in public places. More than half (68%) of the survey participants noted that insufficient lighting is one of the main causes of anxiety, especially in the evening, creating an atmosphere of insecurity and danger, especially for families with children. Respondents' answers to the question about the sufficiency of public order protection services show (53%) that the presence of police and security guards in public areas of the resort affects the perception of safety by vacationers. Convincing support for public order creates a comfortable atmosphere, which in turn increases the overall attractiveness of the resort town. Regarding the attitude towards the availability of safe playgrounds for children, the respondents' votes were distributed as follows: 83% of respondents emphasized the need to create high-quality and safe play areas, 42% emphasized the importance of providing playgrounds with a soft surface and control elements to minimize injuries. When asked how important it is to have medical centers in resort areas, respondents (79%) emphasize that the availability of medical care during the holidays is a critically important factor. Ideas were also expressed about the need to expand the functions of first-aid posts (14%) and improve their equipment (27%). When asked what role video surveillance cameras play in public places, the majority (85%) replied that the presence of a video surveillance system helps to increase the sense of security of both resort residents and visitors, while 23% noted that it can also serve as a deterrent to offenses. The opinion of the respondents about the safety of natural territories and zones (forests, parks) in resort regions varies. More than a third (37%) of the respondents express concerns about wild animals and insufficient measures to prevent accidents. Access to up-to-date information about the security situation, weather conditions and events taking place in the region is considered an important factor. Therefore, when assessing information accessibility and access to operational security information, respondents suggested various formats: from mobile applications (52%) to special information stands (13%). When asked about the role of local initiatives and community projects in improving safety, more than half (79%) of the survey participants confirmed that local initiatives and projects to improve public spaces significantly affect the perception of family recreation safety. The participation of residents and guests of the resort in such events contributes to the formation of a sense of community and responsibility. Discussion of the results The answers to these questions show diverse opinions and emphasize the need to study many aspects of safety in resort towns and are aimed at identifying the most important areas that require attention from local authorities, recreation organizers and entrepreneurs working in the field of recreation and tourism. The survey allowed not only to gather opinions about the current situation, but also to receive suggestions for its improvement. The survey results will help improve future changes and innovations in the resort infrastructure. Having studied the opinions of the respondents, we can identify several main areas for improving the security system.: - improve the quality of lighting in public places and on beaches. - development of programs to attract more security services in places of mass recreation. - increasing the number of playgrounds for children, taking into account safety standards. - creation of information centers where you can get up-to-date information about the situation on the spot. - support for local initiatives and community projects aimed at safety and landscaping. As practical recommendations for ensuring the safety of public spaces for family recreation, it is advisable to note the following. 1. Space Design and Planning: The first step towards safe public spaces is proper design; landscape features, lighting, accessibility, and architecture play a key role in ensuring safety. - Lighting: Adequate lighting not only prevents crimes, but also reduces the risk of injury; all paths, playgrounds and recreation areas should be well lit, especially in the evening. - Contrasting colors and signs: for children and people with visual disabilities, it is worth using contrasting colors on infrastructure elements such as benches, curbs and paths; this will help with orientation and increase the level of safety. - Territorial zoning: the separation of different zones (playground, recreation, sports activities) will reduce the number of conflicts and accidents; each zone should be located in such a way as to minimize risks. 2. Maintaining cleanliness and order in a public space directly affects the perception of its safety: - Regular cleaning: establish cleaning schedules and maintain order in the territory; the participation of the local community in these processes can increase awareness of responsibility for the common space; - separation of garbage: the installation of convenient containers for separate collection of garbage allows you to keep clean and simplify the participation of visitors in environmental protection; - monitoring the condition of facilities: regular monitoring and maintenance of various facilities of the resort infrastructure and sports equipment helps to prevent injuries and improve the overall condition of the space. 3. Increasing the level of observability. Creating a space where it will be easy to control what is happening: - Open spaces: the space should be as open as possible so that visitors can see each other; avoid corners and enclosed areas where crimes or injuries are possible; - location of objects: benches and other elements of the space should be positioned in such a way as to allow people to see and hear each other; - CCTV cameras: installing cameras in places where possible helps prevent crime and makes it possible to analyze incidents if they do occur.; 4. Training of staff and volunteers. Security personnel should receive special training in order to respond to problems in a timely manner.: - First aid training; mandatory training for first aid workers can be vital in the event of an accident or injury; - psychological training; the ability of employees to work in stressful situations, as well as interact with visitors in conflict situations; - retraining and updating knowledge; regularly conduct trainings and update employee data on new security rules and technologies. 5. Discussing security issues with local residents and visitors of the city, users of public space, helps to identify the main shortcomings and suggest ways to eliminate them.: - open meetings and polls; conducting public discussions allows you to get opinions and ideas that can improve public safety; - formation of commissions; the creation of commissions from among the users of public space can develop directions for improving safety and comfort in public space; - involvement in active events; involving users of public space to participate in the organization of events to improve safety creates a sense of shared responsibility; 6. Creation of a visitor information program. Compliance with safety regulations and user awareness of them is one of the key aspects of safety in public places.: - signs and signs; the use of clear and understandable signs to warn of dangers and rules of conduct in the area; - development of information leaflets; creation of booklets with information on safety rules and recommendations; their distribution among users of public space; - carrying out information events; regular security awareness-raising events will help to involve users and ensure the participation of citizens in the process; 7. Involvement of law enforcement agencies. Cooperation with local law enforcement agencies can significantly increase the level of security in public spaces.: - regular patrols; patrolling areas, especially during peak visiting hours, is able to warn potential offenders.; - seminars on security; organization of joint events or seminars on security issues allows you to inform users of public space about possible threats and offenses; - monitoring the situation; information exchange between local services and law enforcement agencies will help significantly reduce the level of offenses in the territory. Conclusion Summing up, it can be stated that at the moment the security systems of public spaces in resort towns contribute to the development of family recreation and tourism. The conducted research has shown the need to improve the conditions of comfortable stay in the resort region for families with children, which will create more favorable conditions for family holidays with minimal risks. Ensuring the safety of public spaces for family recreation is a very multifaceted task that requires a systematic approach and the interaction of all stakeholders. By applying the suggested recommendations, it is possible to create safe and comfortable conditions for recreation, which, in turn, will contribute to the development of a culture of public space and a positive perception of its users. Thus, joint efforts can create an atmosphere of trust, comfort and safety for all visitors. References
