Lykov, A.Y. The problem of security guarantees as a prerequisite for the formation of the global stateAbstract: The article is devoted to the outward expressions of the modern problems, which are related the security guarantees within the state and at the international level. Taking the modern conflicts as examples, the author analyzes the problems of their political and legal regulation, and establishes the possibilities for their solution with the help of the existing social management system. The author discusses the issues of permissible interference of the states in the affairs of other states, the problems of lack of control over the weapons of mass destruction and the problems of global terrorism. Then the author concludes that modern international and national institutions are not able to guarantee the human security, which in turn calls for the formation of a global organization of a new type.
