Abstract: In the survey are reflected the positions of leading scientists of law about the effective implementation of innovation policy in Russia and France. A particular attention was paid to the presentation of a joint research project «Administrative procedures and controls in light of European experience», which was carried out by the Institute of Legislation and Comparative Jurisprudence under the Government of the Russian Federation and the University of Paris 1 Panthéon–Sorbonne, with the support of the Russian Union of Industrialists and Entrepreneurs
