Abstract: Review: the issue of provision of land plots via city planning activity is of much importance for the city self-government in Moscow. At the same time, local municipal bodies are not involved into goal-oriented program planning, which lessens their opportunities of influence city municipality, which otherwise could be implemented successfully.
