Tripolskaya I. Y. Integration of the Russian Federation’s system of education with other countries as a condition for increasing the efficiency of state education policies

Abstract: The article examines the current state, the trends and the problems of integrating Russian higher education into the international system of education. The author analyzes the higher education domestic policy integration experience with the Bologna principles, evaluates their evident advantages and shortcomings. Attention is focused on controversial, both positive and negative perception of Bologna principles integration into Russian education practices. One of the major problems which hamper efficient integration of Russian Federation into the international system of higher education is the rash radicalism in Bologna principles implementation. The methodological base of this article is constituted of the systemic, structural and functional, comparative historical, comparative political, geopolitical, cultural and civilization-based approaches, the methods of analysis, synthesis, induction, deduction, modeling and observation. The implementation of the Bologna process into the system of Russian education involves major adjustment of state policies in this area, because the process of integrating Russian education with foreign education will not only enhance its competitive edge, but will also result in greater cash flow, because the majority of higher education institutions are state-owned. Other than that, integration of Russian education will undoubtedly positively affect the exchange of knowledge and scientific work, as well as help with implementing and developing new technologies, developing the research potential and quality of education programs in higher education institutions and science centers of Russia.
