Abstract: The article is devoted to the examination of the content of the University Reform in Finland started on 1 January 2010. The author in detail scrutinizes the national legislation of Finland regarding the University Reform. The focus point of the research is on the main provisions of the University Reform in Finland, its historical reasons and modern outcomes. Based on the comparative research the author is providing the recommendations concerning the modernization of universities in Russia.
