Garifullina, E.V., Khannanova, T.R. Development of human potential as a strategic direction of the modern state policy of Russia.

Abstract: The state establishes the goal of development of the human potential. In order to achieve this goal, there is need for the formation and implementation of the modern scientifi cally-based state policy in the sphere of development of human potential. The formation of human potential is key to the transfer of Russia to the innovation model of development. The structural components of human potential form an important factor for the solution of the topical problems in political, social, economic and cultural spheres. Based on the analysis of the basic normative documents of the state, the author shows the shortcomings of the existing policy and provides ideas for its improvement.
