Abstract: History of Russian social and political thought reflects complicated and contradictive nature and evolution of the state and municipal government, the topic of relations between the two being one of the key and central topics for discussion. In the conflict of ideas, there formed basic world outlook provisions, which have became the value basis for the Russian society, its social and political organization.
