Abstract:
The active development of the Euro-Latin American relations began in the 1990s of XX century as a result of social and economic crisis affecting Latin America. By the beginning of XXI century, the EU has become for many countries in Latin America, and in particular to the countries of ALBA, the most important trading partner after the U.S. and China. In addition, as a result of the strained political relations between the countries of ALBA with the U.S. there was a marked convergence of the EU countries with the members of the regional association. European media criticism of U.S. actions in relation to the ALBA countries is dictated by the EU's attempt to counter the unipolar political structure of the world and to pursue an independent foreign policy of developing relations with Latin America, and in particular the countries of ALBA.

Abstract:
Eurasia's XXI-century political architecture may be affected by changes which were initiated by certain UN structures. "Project Tumangan", which is fostered by UN strategists, is not as safe or as progressive as it is being presented. The Russian strategy of a Eurasian union was conceived at the same time as "project Tumangan", acting as its antipode. If "Tumangan" means isolation for Russia and disorganization and geopolitical transformation of the entire Eurasian territory in favor of Chinese interests, the Eurasian union represents a multiracial society which symbolizes the unity of Eurasian countries, and in time, the world. Driven by mutual economic interests, members of the Eurasian union constitute a new power in the globalizing world.

Abstract:
This article presents results of the research on prospective ways to improve the theory of international conflict management, based on the value, cultural and civilization paradigm. As a result of comparative analysis of Anglo-Saxon, Roman-Germanic, East Asian and Near East approaches to managing conflict, it is established that neither system is complete and balanced. This results in certain problems in utilizing those approaches in modern peacekeeping operations, thus requiring significant improvement of the cultural and civilization paradigm and imposes additional requirements for Russian civilizational approach to solving international conflict.

Abstract:
The article analyzes terrorism within the context of modern globalization process, informational and psychological threats. Social, psychological and political preconditions of terrorism, as well as the influence of global risk factors on terrorist activity, are being explored. The author reveals defining traits of the development of terrorism as both, a form of social protest, and as a way of securing social, political and economic interests. Isolated cases of terrorist aggression are analyzed in relevance to problems of informational and psychological influence, as well as several forms of propaganda and manipulation used for extremist ideology popularization in relevance to global informatization of society. With that said, the author points out the purposeful destabilizing informational and psychological influence on society, breeding fear in the "face of terror" among the wide population, and distrust to democratic regimes which are unable to protect the citizens from terrorist acts. In conclusion, the author lays out potential for further research, explaining the necessity for creation of practically oriented communication technology and purposeful constructive socially-stabilizing rhetoric, aiming at deconstruction of extremism and terrorism as its extension.

Abstract:
The article is devoted to the questions of integration in the territory of the former Soviet Union. The author analyzes advantages of the Customs Union as a form of integration. Then the author provides which state interests are implemented in connection with the inclusion of Russia, Kazakhstan and Belarus into the Customs Union. The article includes analysis of positive and negative features of the integration among the said countries. The author then attempts to predict the further development of the Customs Union of Russia, Belarus and Kazakhstan.

Abstract:
The article describes the main trends of Soviet foreign policy in the period from 1917 to 1991, was reflected in the formation of the institute of international legal assistance in civil matters. The author analyzes place, role and importance of international legal assistance in civil matters in the international relations of the Soviet state. This process is covered in terms of the basic foreign policy objectives of the USSR on a particular historical stage of development of international legal assistance in civil matters. The author provides analysis of the content of universal international conventions, which involved the Soviet Union, which are fundamental to the institution of legal aid in civil cases. The article expands upon the provisions of bilateral treaties of the USSR on trade and navigation, friendship and cooperation, legal assistance and legal relations, consular conventions.

Abstract:
This article examines the institutionalization of civil dialogue in the EU, regarding its constitutional law and political aspects. Despite not having an established definition, Civil dialogue is perceived as one of the most important tools of democratic participation and dialogue in the EU. The article describes the main forms of civil dialogue and explains the role of civil society in transnational processes of integration in the EU. Those communicatory and integration processes of the EU are viewed side by side with the dialogue between the state and the civil society in Russian Federation and other Eurasian post-Soviet countries.
