Abstract:
The monography provides an analysis of the state powers’ separation functioning in the constitutional practice of the Russian regional subjects. It deals with the complex description of public authority mechanisms in Stavropol Krai, highlighting the essential features of the modern structure of the Russian state system. In this context the author justifies the issue of democracy, the construction of new legal models, their conditionality and impact on domestic policy processes. As a subject of this comprehensive study of constitutional and administrative mechanisms, the author establishes the features functioning of the principle of separation of state powers in constitutional practice of the constituent entities of the Russian Federation, legal models with taking into account regional characteristics. This work integrates the unique style of scientific comprehension and research materials. By the reflection of this type V. Cherepanov lays the base for continuing further researches of the regional statehood’s development trends in all the regions of the Federation.

Abstract:
The subject of the study is the relationship between religiosity and political preferences of the voter; the object is actual statistical and scientific research on the problems of electoral behavior in Russia, Eastern Europe and the United States of America. The article summarizes the most popular research approaches in the study of the influence of religion on politics, the author presents a brief summary of the materials of influential scientific papers, on the basis of which he makes his own conclusions. The article presents a comparative analysis of domestic and foreign experience in the study of the relationship between religion and politics. The author notes that foreign studies in this area have a more extensive database, thanks to a long study of the problem of the relationship between religiosity and political preferences. Nevertheless, Russian researchers also continue to develop this topic and emphasize the increasing role of the religious factor in the politics of the modern Russian Federation. The results obtained by the author are achieved through the use of the methodology of review and critical analysis of statistical research and scientific literature. It is concluded that religiosity and political preferences in the United States and European countries have an impact on the final electoral field. In Russia, scientists recognize the insignificant influence of the religious factor on the general trends of political behavior. Nevertheless, among the believers of Russia, the connection between their religiosity and preferences exists and differs depending on the degree of this very religiosity. It is important to note that the use of data from polling stations and in-depth interviewing in the Russian reality can significantly distort the databases of sociological data. These features of the Russian research field create understandable limitations that are often ignored by researchers, and therefore the data are incomplete. In the conclusion of the article, the author notes the possibility of interaction of religiosity and political preferences through the construct above them.

Abstract:
The object of the study is the official documents of the Government of Rostov-on-Don and the Rostov region, defining the strategy of state policy in relation to the formation and strengthening of civic identity, as well as the practice of implementing this policy through content analysis of the activities of various civil institutions. More than 150 ethnic groups live in the Rostov region. The population is more than 4 million people. According to the 2020 census, approximately 90% identified themselves as Russians; slightly more than 2% as Armenians, and even fewer as Ukrainians. Rostov-on-Don is today a border city with a difficult social situation, although in the Soviet years it was a large industrial, scientific, educational and cultural center of the country with attractive climatic and economic conditions. The purpose of the study is to reveal the forms of interaction between theorists and practitioners who comprehend and work on issues of building and strengthening civic identity in the region, demonstrating the positive results of this cooperation and discussing the problems that arise along the way. The research methods are content analysis of the websites of the Government of the Rostov Region and its pages on the VKontakte portal, the official websites of the Southern Federal University and the Don State Technological University; the Taganrog News Agency "My Taganrog"; the websites of the Military Cossack Society "All-Great Army of the Don"; the Central City Public Library named after A. P. Chekhov (Taganrog); and others. Summarizing the content analysis, the authors point to the need for closer interaction between representatives of the scientific elite and officials, especially in terms of developing regional strategies on interethnic relations and youth policy; the need to intensify the work of national cultural communities in the region; strengthening responsibility for the reliability of sociological research; ending the practice of assessing the importance of the work done by the number of participants in events; using Internet portals of municipalities are not only used to cover the work of housing and communal services, but also for socially significant events with a patriotic and civic solidarity orientation. The research is promising both in terms of expanding the scientific field, including data from portals of cities, districts, rural settlements, secondary schools, mass media (including radio and television) in content analysis; and in terms of "deepening" the research, involving the analysis of reporting documentation from various government departments and civil institutions.

Abstract:
The object of research is staff turnover as a socio-economic phenomenon, the subject is the construction of an effective algorithm for managing it in an industrial enterprise. The authors identify the nature of staff turnover at the level of analysis of the causes of this phenomenon. Staff turnover is presented in the article as a multifaceted social phenomenon that has not only purely economic and managerial, but also psychological and general social aspects. The understanding developed on this basis allows us to form a methodological basis for building an effective algorithm for minimizing staff turnover. Particular attention is paid to the computational and mathematical justification of the processes under study and the solutions proposed on this basis. The article combines the methods of theoretical analysis and practical empirical research. The first allow us to identify the essential, structural and substantive aspects of the problem, while the second – to offer specific calculations that substantiate theoretical postulates. The proposed algorithm is constructed on the basis of the abstraction method, which implies the allocation of individual stages, the justification of their significance, as well as the synthesis method, which implies the connection of stages into a single empirically based system. As a result of the conducted research, the authors come to the conclusion that an effective algorithm for managing staff turnover at an industrial enterprise should be divided into five interrelated stages. These stages include determining the level of staff turnover; determining the level of economic losses caused by staff turnover; determining the specific causes of staff turnover: determining a system of measures aimed at normalizing the process of releasing labor, improving the dismissal procedure, overcoming excessive turnover; determining the effect of implementing the developed measures, improving the dismissal procedure, overcoming excessive turnover. This algorithmization, combined with a comparative analysis of the costs of carrying out these activities and losses due to excessive turnover, allows you to bring the turnover rate to its natural rate (3-5%) will save about 2% of the annual wage fund. The theoretically grounded algorithm in combination with the presented calculation methodology determine the local scientific and methodological novelty of the presented article.

Abstract:
The subject of the study is the depressed regions of the Russian Federation, the object of the analysis is the characteristics of the depressed regions of Russia. The authors focus on identifying the key problems that hinder or slow down their development. The authors identified three main reasons for the low level of socio-economic development of the regions (the problem of regional disproportion, excessive concentration of resources in the capital of the Russian Federation, the taxation system, and the process of its distribution), and the authors, based on these regulatory documents and statistical sources, presented their description and the reasons for the appearance of such problems. In addition, the authors considered the consequences of the unresolved issue of depressed regions. The scientific novelty of this study lies in the proposal of possible options for reducing the gap in the level of socio-economic development between regions, the formulation of a system of equalization of subjects. According to the authors, this will largely be facilitated by making changes to the tax distribution system, improving the mechanisms for distributing subsidies by region, activating government initiatives, taking into account the practice of foreign countries. The authors considered an example of solving the problem by Germany, also analyzed the experience of Europe's "cohesion policy", according to the authors, such technologies need to be introduced into Russian reality. The authors also concluded that the important role plays the brand of the regions, the regions should use this tool more effectively.

Abstract:
This article attempts the author's deconstruction of the political mass on the example of modern Russia. The object of the study is the political mass acting as one political whole. The subject of the study is metaphors and metamorphoses of the political mass. The political mass is a whole composed of many small parts. This is a set of political actors represented by contradictory and balancing oppositions. The author examines in detail the complex structure of the mass, which leads to various definitions of the mass in political discourse. The author believes that despite the hidden subjective principle, the mass assumes its own subordination to an influential actor. The mass is often opposed to the power that controls and manages the mass. At the same time, political practice is full of situations when the excessive growth of the mass can make its behavior unpredictable and risky for the authorities. In this article, the author confirms this thesis by the example of various stories from Russian politics. The main conclusion in the framework of the conducted research may be a view of the political mass as a complex and structured entity. At first glance, the political mass, which looks amorphous and devoid of political will, needs pushes, efforts from outside and the will of its master, has a rather serious destructive potential. The mass does not always express the will of the authorities. Periodically, the growth of the subjectivity of the political mass should be noted, when it can directly participate in the decisive moments of history. During periods of revolution, there is every reason to celebrate it. The author believes that the political mass can directly participate in political construction and change the existing dispositions of political actors. The political mass can construct its own elite and legitimize it. The scientific novelty is the view of the political mass as a political actor, depending on the current political situation, choosing the optimal model of behavior, and taking the most functional form of its own positioning.
