Abstract:
The object of this research is the government decision-making, while the subject is the formation of agenda within the framework of the process of government decision-making in Russia. Special attention is given to the theoretical analysis of structuring the agenda in the works of modern foreign and Russian scholars in the field of psychology, management, sociology, and political science. The author meticulously describes the process of formation of agenda in the context of reformation of the Russian pension system of 2013, highlighting the internal and external factors of influence upon it. The scientific novelty consists in the analysis of formation of agenda on the socioeconomic problem (pension reform) in terms of the approach and method of political science. The main conclusion lies in the thesis that the formation of agenda on the new reform of pension system was caused not by the interests and demands of citizens, but rather the potential risks of impact of the unfavorable economic climate in the key for Russian investor countries, which could affect the decline in the national economy and deficit of the Pension Fund that along with the demographic factors would aggravate the pressure on federal budget, as well the electoral cycles and political protest that manifest as an accelerator for resolution of the short-term issues.

Sociological analysis of demographic process in Altai Region based on the method fuzzy linear regression

Abstract:
The subject of this research is the method of fuzzy linear regression as a tool of sociological modelling of a number of demographic indicators. The work applies the method of fuzzy linear regression based on the fuzzy triangle numbers. The object of this research is the various elements of demographic behavior of population that is implemented in the article for analyzing and forecasting the matrimonial behavior and birth rate coefficient in the Altai Region. The fuzzy linear regression is considered as alternative to the standard statistical linear regression in case of the brief time series and the unknown law of distribution. With the help of the framed algorithm based on the simplex method, are detected the coefficients of fuzzy linear regression for the time series of demographic indicators of Altai Region for the period of 2000-2016 that characterize the trends in dynamics of demographic processes. The method of fuzzy linear regression was originally proposed in 1980’s, but has not been largely implemented in scientific research, as well as never used in the socio-demographic research. The author makes a conclusion on the prospects of such method for the sociological and demographic studies.

Abstract:
The subject of this research is the confessional policy of the Russian Empire of the XIX century regarding the Muslim nations residing in the North Caucasus. It is proved that due to accession of this region to Russia, the highlanders faced the opportunity to advance in their sociocultural development. Namely in the XIX century took place the period of their revival, called the "Islamic Renaissance". Its characteristics implied legitimacy of the new government, opening of mosques, functioning of the Islamic traditional institutions, and development of religious education. The conclusion is made that the conducted in North Caucasian suburb modernization in the social and spiritual sphere conduced the strengthening of authority of the religion in life the alien society, as well as encouraged the Islamization of highlanders. However, multiple projects on modernization of North Caucasus remained uncompleted (including its Islamization), and still are the subject for discussion. Such fact requires the development of the more balanced policy of the Russian authorities with regards to the "Muslim question".

Abstract:
The object of this research is the area of relationship between Church and state; the subject is the interaction of Church and state in the sphere of international activity. The author examines the types of relationship between Church and state; directions of the cooperation between Church and Ministry of Foreign Affairs of the Russian Federation; attitude of the Russian Orthodox Church and the state towards such cooperation. In the context of the problem at hand, the author analyzed a number of international documents, overview of foreign policy activity of the Ministry of Foreign Affairs of the Russian Federation for the recent 5 years; foreign events with participation of the Russian Orthodox Church; and information from the open sources of the Russian Orthodox Church. In conclusion, the author determined the forms of interaction between Church and state, the role of the Ministry of Foreign Affairs of the Russian Federation in realization of such communication, as well as the key directions of their cooperation at present state and nearest future.

Abstract:
In November of 2016 and January of 2017, the two largest party of France – the Republicans and Socialist Party, held the open primary election for nominating their candidate for the presidential elections. The article analyzed the causes for holding the primary election, as well as their consequences for the French political system. The author comes to a conclusion that despite the number of obvious advantages that are common to such event in various countries, it led to negative results in France by discrediting the future of the two major political powers and existence of the system of Fifth Republic. Method of this research consists in the analysis of just-completed presidential campaign in France. Leaning on the central French news media, the author examines the impact of prime election upon the final result of the presidential elections of 2017. The recently ended presidential campaign in France became unique for the Fifth Republic. There is yet no published material on this matter in the Russian or foreign historiography, which defines the scientific novelty of this article.

Abstract:
This article is dedicated to the analysis of legal regulation of the questions regarding realization of control over the work of non-governmental organizations, as well as limits of such control. Special attention towards the question of legal regulation of the aforementioned activity is substantiated by the contestation of corresponding norms in the Constitutional Court of the Russian Federation (Judgment of April 8, 2014 No. 10-P) and recommendations of the European Commissions for Democracy through Law, also known as Venice Commission (CDL-AD(2014)025, CDL-AD(2016)020-e). Examination of peculiarities of judicial control on the disputes associated with the limitations of rights of the non-governmental organizations necessitate the need for enhancing efficiency of exercising their powers by public authorities. Adoption of the Code of Administrative Court Procedure alongside the legislative consolidation of the peculiarities of control activity with regards to separate non-governmental organizations imply changes in the judicial practice on disputing decisions made by public authorities. Relevance of this research is justified by the tasks on transformation of the institution of judicial authority, establishment of effective mechanisms of control activity, as well as strengthening requirements towards the judicial opinion. The author indicates the trends on improvement of legislation in the analyzed area.

Abstract:
This article is dedicated to the analysis of development of the processes of social control in member-states of the Eurasian Economic Union, as well as the problems of implementation of democratic practices of public (civil) control common to the specificities of the aforementioned states, taking into account their national traditions and interests. The subject matter of this article focuses on the experience of development of social control in the modern Kazakhstan. The development of social control in the member-states of Eurasian Economic Union is an objective necessity and a new trend in the context of evolution of the sociopolitical processes and civil culture. The article uses temporal analysis of the environment alongside the content analysis of the texts of program documents, reports, and articles published in the framework of this study. The political science usually examines the questions dedicated to the problematic of public (civil) control in the post-Soviet space and particularly member-states of the Eurasian Economic Union, in discursive context of the topic of democratic transit. Most often, it is customary to assess the democratic transit and pursue correlation with the transit processes in other regions. The author underlines the need in formulation of the new original (national and local) methods and mechanisms of development of social control, which consider the traditions of political culture, characteristic of the national political reality and political time – the inner specificity and challenges of the analyzes countries, and thus, new approaches towards examination and analysis of this topic.

Abstract:
The subject of this research is the practice of formation of the state education procurement in the context of meeting the educational demands of modern society. Due to intensification of criticism with regards to the state education policy alongside declaring the need for expanding the public participation in determination of the foundations of education procurement, the goal of this article consists in the attempt of critical comprehension of the basis of formation of the state education procurement, and systematization of the possible flaws of its impact upon the development of education. Special attention is given to the functions carried out by the state education procurement in the process of social regulation of the educational space. Methodology leans on the modern achievements of the theory state administration and theory of social interaction. The author makes the following conclusions: it is inefficient to replace the state procurement with the social education procurement due to the lack of resource and administration potential in the society; the state education procurement has a complex of interconnected socially important functions that cannot be transferred onto the level of social structures; there are certain flaws in the process of formation of the state procurement that define the portion and role of public participation in education management. Some recommendations are made on balancing the disputed identified in the course of this research.

Abstract:
The object of this research is the system of state aid of the nonprofit organizations; the subject is the regional system of allocation of the federal and regional budget for supporting the project activity of the socially oriented nonprofit organizations. Main attention is given to the analysis of procedures of organization of the competitive selection, its results, problems of transparency and information support of the executive authorities and social organizations – recipients of the subsidies. The author determines the impact of the all-Russian trends, as well as the regional specificity of functionality of the system of state aid of nonprofit sector. The article analyzes the norms of federal and regional legislation, departmental acts, statistical data, electronic resources of the federal institutions, regional authorities and administrations, and information resources of the nonprofit organizations. In accordance with a number of positions, the author pursues correlation between the parameters of subsidizing the socially oriented nonprofit organizations through the Ministry of Economic Development and grant financing within the framework of Presidential programs. An attempt is made to define the positive effects and problem zones within the formed system of state aid of the socially oriented nonprofit organizations from the regional perspective. The article demonstrates the capabilities of the system of state stimulation of the work of socially oriented nonprofit organizations in the area of ensuring societal security, development of interethnic and Interconfessional dialogue, establishment of sociocultural environment and development of human capital. The author underlines the need for realization of the principles of openness and transparency in the process of competitive selection and information supports of the system of state aid of the nonprofit organizations, as well as modernization of the departmental and public assessment of results of the use of state subsidies by the nonprofit organizations.

Abstract:
The subject of this research is the intensification of civic potential of humanitarian content of the Russian school curriculum for the purpose of orienting the formation of youth mentality during school years towards the national values. The object of this research are the following disciplines: Russian language, literature, history, social studies, ecological cycle including zoology and botany, world artistic culture, and physical education. The author examines the parts of curriculum, which can be expanded due to implementation of information of the Russian national content. The main goal of the proposed project consists in consolidation of the national values in students’ mentality. Developed by the author course of the “Russian folk aesthetics” for the university students of philological faculty that was lecture for 20 years, preceded the writing of this article. The author concludes that after Perestroika and the collapse of Soviet Union, the Russian ethnos that comprised the majority of Russia’s population, also required centralizing around the ethnic concept, due to the fact that during the Soviet period the development of Russian people was rather internationalized. The author discovers new opportunities for inter-confessional dialogue with other nations that populate Russia, but in this case, without the “featureless big brother” (Russian people), but the multiple and diverse Russian ethnos.

Academic heritage of the German higher school: reference to the Prussian model of preparation of lawyers

Abstract:
This article examines the question of preparation of specialists for juridical services in Prussia in the late XIX – early XX centuries. Based on the comprehension of texts of the separate legal sources, including those published using the Gothic script, the authors are firsts in the Russian literature to introduce into the scientific circulation the results of fundamental studies of the German legal scholars directly concerning the historical legal development and reorganization of the system of juridical education in Germany. The scientific novelty of this work consists in determination of the substantial impact of Prussian tradition of preparation of legal personnel upon the formation of the German nationwide system of juridical education, the modern structure of which is characterized as “dual-phase”, consisting of the “university education” and “legal Referendariat” (i.e. preliminary service). Such conclusion will be valuable or the Russian specialists in the field of educational law, who pay due attention to the modern comparative studies, as well as others interested in trends and issues of modernization of the Russian and foreign juridical education.
