Abstract:

Abstract:
Based on the analysis of original publications, the author of the article describes the experience of anticorruption
activities by the means of advancement of ethics of Canadian police officers. Special attention is paid at
the ethical deontological approach that is aimed at the advance of fidelity, responsibility, honesty, respect towards
the citizens’ rights and freedoms and qualification of police officers. The article describes how to ensure high quality
of public services through ethics, dynamic administration, rise of ethical education and establishment of partnership
with the communities served by the Canadian police. Since there is a reform of the state police service ongoing in Russia
now, this article will be of interest to researches and experts of law enforcement authorities.

Abstract:
The problem of the balance between powers of the governor and regional parliament as the main actors of
the regional regime has a great significance for defining the optimal formula of stability in the region. The author
of the article describes the basic stages of transformation of this relation from the point of view of changing the resource
base and behavior strategy which allows to trace the dynamics and define the possible ways of optimization.
The research is based on 10 profound interviews with the representatives of the regional executive and legislative
authorities and experts as well as the local mass media.
However, it appears that such a balance between the two main actors cannot be viewed as the optimal variant in
a long-term perspective although it is quite suitable as an anti-crisis model to change the conflict between the two
branches of government.

Social and political beliefs hold a central position in one’s world view because they are closely connected
with his personal behavior. We shall use the term ‘ideology’ for defining the system of these beliefs which reflect our attitude to the social reality. Since a concrete individual belongs to a concrete social and ethic group, ideology reflects
interests of this social and ethic group but not one’s personal preferences.

Abstract:
Existence of the universal principle of correspondence of objective reality is confirmed by the anthropic principle
which applies to all items and relations. All items are inter consistent and when an item changes, one existence
is transferred to another; existence always remains equal to itself. Correspondence is the identity, similarity, rationalism,
correspondence between the cause and effect, inter consistency between determinism and accident, relation
between the existence of supposition and the existence of perception.

Abstract:
The paper argues that the legal framework concerning the situation of the person in the Roman law (caput,
status, commercium, connubium, iniuria) was assimilated of Romano-Germanic law, and determined the development
of the following principles which served as the basis for exemption from liability - good faith (bona fide), case
(casus) and force majeure (vis maior).
