Abstract:
What kind of social and economic system are we developing now? From one hand, we see market institutes and private ownership, modern system of taxation, banking and insurance business and stock marking being established and developed. But on the other hand, the government does not only conduct operative administration of business activities of public enterprises but also turns up to be the major control body in our country. It raises certain problems but also creates a good ground for establishment of new social technologies. The authors of the article shall analyze one of a brilliant examples of such social technologies, - the project “Development of Mass Volunteer Blood Donation” which started in 2008

Abstract:
The article considers the polemics which have arisen in Russia and foreign publicism in 1860-1880 due to a need in a prompt solution of the so-called “Baltic Question”. Short analysis of works by Yu.F.Samarin, M.N.Katkova, I.S.Aksakov, M.P.Pogodin and other less known publicists allows to draw a conclusion that conservative publicists of the XIXth century affected the situation in Baltic provinces and forced the government to correct their position regarding the Baltic Question as well as to draw up the plan and begin to realize reforms aimed at full confluence of Russia and Baltic

Abstract:
The article is devoted to the analysis of new priorities of development of communications between the state institution and society as well as peculiarities of the existing model of political communication between executive authorities. The author of the article also analyzes foreign experience of political communication and describes a number of modern tendencies and peculiarities of development of communications with the society. As a result of comparison of the domestic model with the foreign experience, the author concludes that our Russian experience of political communications agrees to modern processes of modernization policy

Development of local self-government in the context of radical social and political transformation combines contradictory and oppositely directed tendencies. Dominating factor is an acute political struggle within the commanding elite which appeared to be unable to establish coordinated long-term strategies of “nation-building”.
