Abstract: What is the policy of double standards: What we talk and write about it so much but pay little attention at the international and political history of this phenomenon? How the principle of double standards enable the synthesis of the two opposites, — the idea of natural inequality of people and the idea of the world state inhabited by equal people? The author of the article decided to find answers to these questions. The author makes an attempt to view the phenomenon of double standards in international political and legal spheres as an evolutionary principle of carrying out the external policy. According to the author, such a policy is based on the philosophical and political studies coming back to the conceptions of such antique philosophers as Cicero. Throughout the history of the humankind the ‘double standard’ has been an effective methodology giving grandiose opportunities for political technologies and speculations, in particular, in the sphere of international and world policies.

Abstract: The article considers the aspects of influence of the ‘vertical of power’ on the system of a regional identity. The author viewed the mechanisms of unification of the identification matrix as well as possible consequences of such a policy.

Abstract: The article is devoted to the neoconservative conception of the strong state in the context of modern problems of the social and political development. The main theme of the article evolves around the analysis of origins and basic ideas of the mentioned above doctrine from the point of view of forming a new model of the social and political interaction. In the conclusion the author of the article suggested that the neoconservative conception of the strong state is one of the most important alternatives to the social and political system at modern societies.

Abstract: The author studied the role of the communicator when influencing the mass audience. The author discusses the basic theoretical approaches to the question about mechanisms of managing the social perception. The article also contains the classification and thorough description of the communicator’s features insuring the effectiveness of a communicative act. The author defined the most effective techniques of working with the audience from the point of view of raising their political competence.

Abstract: The article considers social problems of adaptation of young specialists in the system of education at our Russian modern society. The article contains the results of the opinion surveys held at organizations of secondary education in Sverdlovsky region. Abstract: The system of the political education of the Soviet youth in the 1920th is viewed as a form of political control. It is concluded that it was quite an effective way to realize certain functions of political control through political education. On the other hand, such a system was aimed at strengthening totalitarian features of the Soviet power. Soviet political education did not give as much knowledge on politics as forced to express commitment to the Soviet political system. In its turn, the system of political education did not check one’s political beliefs as much as simply copied the normative political behavior.

Abstract: The article is devoted to the legal content of the general legal principle of the formal certainty of law in accordance to the conclusions of the Constitutional Court. This principle is viewed as a certain standard of international law and a requirement for a lawgiver and legal practitioner. The author fully analyzed concrete examples of using this principle in the form of the principle of certainty regulating the human rights and freedoms. The author also studied how the principle of the formal certainty of law is used in human rights work held by the Constitutional Court of the Russian Federation.

Abstract: The author studied the problem of interactions between the Cheka and revolution tribunals from the point of view of serious contradictions in their organizational and legal natures. The author also analyzed the process of differentiation of competence and powers between these two repressive authorities and certain attempts to give a more concrete legal status and minimize these contradictions between them.
