Abstract:
Modern artificial intelligence (AI) platforms have a significant impact on education, they are becoming a full-fledged professional activity tool capable of optimizing learning processes and educational administration. The introduction of AI in the field of education is aimed at improving efficiency, personalizing approaches and automating routine tasks. The subject of this study is the use of AI platforms in education, their impact on the quality of services provided and the effectiveness of educational processes in the context of platform integration. In the educational field, AI platforms are being considered, including adaptive learning platforms Knewton, DreamBox Learning, Civitas Learning, IBM Watson Education, proctoring platforms ProctorU, ExamSoft, Turnitin writing quality control platforms, Grammarly, Edsight and Automated Essay Scoring creative work assessment platforms. As part of the research, data from an online survey of Russian experts representing universities from 8 federal districts and having experience working with these AI platforms is being processed. A comparative analysis method is used that identifies common and distinctive features of AI platforms based on special criteria, the integral assessment of which underlies the ranking of platforms. The scientific novelty of this study lies in a comprehensive analysis of the use of AI platforms in such a socially significant field as education. Unlike the systemic approaches of S.M. Kashchuk or B. Omodan, the study covers special issues of automated decision-making and evaluation of its effectiveness in real conditions. An important contribution of this study is the analysis of the mechanisms of AI adaptation to the individual needs of users, which is a key factor in the successful platform integration of these technologies. An expert survey based on the analysis of such special criteria as adaptability, interactivity, functionality, efficiency, accessibility, integration and innovation on a scale of "low -moderate – medium – high" allows for an integrated multi-criteria assessment of platforms based on the totality of all criteria, to build a platform rating, to identify the most promising AI platforms (in terms of interactivity and innovation – DreamBox Learning, in terms of adaptability and functionality – Knewton), as well as identify ways to overcome their limitations.

Abstract:
This article is dedicated to elaboration and testing of a methodology for assessing the effectiveness of state information policy in the field of increasing the level of public trust in financial institutions at the regional level. Based on the practice-oriented concept of state information policy in the field of increasing public confidence in financial institutions, the main theoretical principles and criteria were analyzed. A system of indicators to assess the effectiveness of this state information policy at the regional level was also presented. The conducted cluster and correlation analysis of the regions of the Central Federal District made it possible to rank them according to the level of socio-economic well-being, which allowed us to identify the Lipetsk, Ryazan and Moscow regions as objects for further testing of the elaborated methodology. In the proposed methodology, effectiveness assessment indicators were grouped into four blocks: 1) strategic planning and programming; 2) methodological and personnel support; 3) implementation of information policy; 4) effectiveness of government programs. The application of a methodology for assessing the effectiveness of state information policy measures in the field of increasing public confidence in financial institutions in the regions showed its average level in all three regions we selected. It was concluded that regions should more flexibly and effectively distribute their activities across all components and stages of the implementation of information policy, from planning (including long-term planning) for the implementation of these functions, to organizing monitoring of the effectiveness of ongoing activities.

Abstract:
This article is dedicated to elaboration of the conceptual model and methodology for assessing the efficiency of language policy as the institutional framework of economic policy in the conditions of monolingual region of the Russian Federation. Application of the constructivist approach allowed determining the important role of symbolic space as an environment of the influence of language policy on economic development. The article substantiates the idea of transformation of the basic symbolic metaphor of language, which consists in transition from the metaphor of language as a “mirror"” to the metaphor of language as a “dialogue”. It is underlined that such transformation reorients language policy towards the perception of language as the active means for constructing social reality and socioeconomic relations, as well as forces to constantly clarify and revise its functional role in the economic culture. The novelty of this work consists in elaboration of the conceptual model and methodology for assessing the efficiency of language policy as the institutional framework of economic policy in the conditions of monolingual region. It is proven that there is a dependence, as well as immediate vicarious link between the language policy and the level of economic development of the region. The author establishes that namely the economic literacy is the resulting relevant criterion for assessing efficiency of the impact of language policy upon economic development of the region. It demonstrated that comprehensive assessment of efficiency of the impact of language policy upon economic development of the region is feasible within the framework of administrative, academic, educational, information and cultural management tools.

Abstract:
The subject under research is the theoretical and conceptual bases of modern cultural policy. There is an active discussion in the academic and expert environment about what should be understood as cultural policy and what role of the modern state in management of basic cultural practicians. Understanding of culture as idealoobrazuyushchy activity of people the practician allows to determine cultural policy by preservation, creation, broadcast of basic ideals of culture as system social. The branch logic of modern state cultural policy conflicts to an objective cultural genesis in which center there are subjects who create, keep and broadcast real ideals of modern Russian culture. The main methodological approach - the critical analysis of expert opinions, scientific concepts, analytical statements of recognized researchers of cultural policy. The categorial and conceptual analysis of culture and cultural policy is applied. Application of logical procedures allowed to record a real contradiction in modern Russian cultural policy. Scientific novelty of research is connected with formation of author's understanding of cultural policy and definition of an essence of cultural policy through system basic social the practician. Transition from branch logic of formation of cultural policy to allocation of the most effective the practician of an idealoobrazovaniye, demanded in modern processes of formation of the Russian national cultural identity is offered.
