Criminological and Forensic Description of Violence Committed at Penitentiaries of the CIS States

Abstract:
The purpose of the article is to present a comprehensive description of violence at penitentiary institutions (hereinafter referred to as PI) in the Republic of Kazakhstan taking into account the current realities. The authors reflect the qualitative and quantitative parameters of violent crime at penitentiary institutions typical for Russia and Kazakhstan. The author identifies a complex of factors influencing the formation of antisocial views in places of detention, and modern trends affecting the strengthening of criminal manifestations by convicts serving sentences at penitentiary institutions. A comprehensive approach to the criminological and forensic description of violent crime in modern conditions, including organized criminal groups in Russia and Kazakhstan, has been carried out. The main focus of the article is on the organizational and managerial factor that is associated with the insufficient activity of the administration of the PI itself and the omissions that they make. The author's position on the main reasons for the increase in the aggressiveness of convicts and the high latency of the observed penitentiary crime in prisons is presented. The author of the article substantiates and argues the circumstances that require an integrated approach to the study of such a complex and multifaceted nature of violent crime in the penitentiary institution, which allows you to determine the most effective tactics to counter this socially dangerous phenomenon. The structural elements of the criminological and forensic characteristics that determine the specificity of the crimes committed by the special contingent of the PI are shown. Thus, the criminology and forensic characterization described in the article covers a fairly wide range of their elements. This makes it possible to study this element from complex positions facilitating the development of an investigation technique for this category of crimes.

Abstract:
The authors of the article discuss the legal regulation of pension provision of individuals who served at state agencies and now perform law-enforcement functions as well as their family members. The authors analyzed the basis for differentiating legal regulation of social protection of public servants. The problems of establishing and calculating pensions for years of service, disability and loss of the breadwinner are highlighted. The main legal positions of the Constitutional Court of the Russian Federation and the Supreme Court of the Russian Federation on the issues of pensions for persons serving at law-enforcement bodies and their family members are outlined. The methodological basis of the work consists of general scientific methods of systems analysis and synthesis of regulatory, scientific and practical materials and special research methods such as comparative law method, technical and legal analysis, etc. The novelty of the research is determined by the fact that it is a comprehensive study of the legal issues of pensions for persons serving at law-enforcement agencies and their family members. The most significant results of the research are the formulated proposals for improving the current legislation of pensions as well as current law-enforcement practice.

Abstract:
The rationale of the research is caused by the importance of educational work with the internal affairs personnel, poor development of assessing criteria of would-be army officers being ready for educational work with the personnel, and the need in continuous improvement of the quality of professional training within the system of the Ministry of Internal Affairs of the Russian Federation. The subject of the research is the quality of professional training of police officers. The object of the research is the readiness of military students for educational work with the internal affairs personnel. In their research the authors applied the systems and interdisciplinary approaches, methods of analysis, synthesis, generalisation, classification, specification, and modelling which allowed to obtain valid and scientifically grounded results. As a result of their research, the authors offer their definition and describe the structure of readiness for educational work with the internal affairs personnel. Based on the analysis of the structure of educational work, the authors offer their own integrated method of assessment of readiness for educational work withhin the internal affairs system. They also describe principles, functions, criteria, indicators and assessment techniques of their method.

Abstract:
The subject of the research is the methodology of the technical preparation for the practical shooting training at educational organizations of the Ministry of Internal Affairs of Russia. The object of the research is the practical shooting training process at educational institutions of the Ministry of Internal Affairs of Russia. The authors consider the specifics of the practical training of teaching and practical training of shooting. The problem of increasing the fire readiness of police officers is most acute, which can be improved by introducing the method of a sports federation of practical shooting. At present, the patterns of high-speed shooting at various distances with a lack of time, as the main condition for increasing the level of preparedness of ATS employees have not been studied in sufficient depth. To achieve the research objectives, the authors have used the following research methods:1. Analysis of literary sources and synthesis of scientific and methodological material.2. Survey, survey and interview.3. Pedagogical testing.4. Pedagogical observations and control. The main conclusions of the study are the following. In order to improve the shooting skills of police officers, targeted training is necessary taking into account primarily the technical training used in the sports federation of practical shooting as well as the peculiarities of shooting skills. A special contribution of the authors to the research topic is their methods and means of training shooters at educational institutions of the Ministry of Internal Affairs of Russia. The novelty of the research is caused by the determination of the most effective means and methods of theoretical and practical shooting training that can be used in shooting training of Internal Affairs personnel.

Abstract:
The authors touch upon the development and application of the electronic training manual “Struggle Pain Techniques” for the academic discipline “Physical Training” at the training sessions and in organizing independent work of students (cadets) at the Ural Law Institute of the Ministry of Internal Affairs of Russia. The object of research is the process of professional training of students. The subject of the research is the use of electronic manuals in the process of professional training of students. The authors pay special attention to the development and experience of the use of the electronic manual "Struggle Pain Techniques" for students in the specialties 40.05.01 Legal support of national security and 40.05.02 Law enforcement. Empirical research methods such as comparison and questioning have formed the methodological basis of the research conducted by the authors. The novelty of the research is caused by the fact that the article describes how the non-standard integration of teaching-methodical materials presented in the form of a specialized program “focused” on the “Physical training” academic discipline that combines : implementation of painful methods of dealing with their detailed review in the form of action algorithms, graphic images, multimedia; list of Internet resources; "Manual on the organization of physical training in the internal affairs bodies of the Russian Federation." The main conclusion of the research conducted by the authors is that the use of electronic manuals in classrooms and in organizing independent work of cadets contributes not only to improving the quality of cadets mastering the academic discipline as a whole but also actively stimulates their cognitive activity and personal motivation in studying the academic discipline for acquiring professional competence.
