Abstract:
The subject of this research is the problem of understanding and content of exercising positive legal responsibility in the context of prevention of unlawful acts and stimulation of law-abiding behavior. The author aims to determine the role and functional purpose of law enforcement policy (within the framework of national security), its key trends and vectors, as well as the factors and conditions for implementation of legal responsibility for unlawful behavior and concomitant risks of its excessive application. Legal responsibility is viewed in accordance of its manifestations on the level of objective and subjective law, as well as systemic legal institution that incorporates normative, procedural and organizational subsystems. As a result of the conducted research, the author substantiates the need for prevention of offenses at the stage of emergence of social conflicts. Analysis is conducted on the positive experience of crime prevention in certain Asian countries and the factors of ineffective crime control policies in Russia and other countries. An original perspective on legal responsibility in legal right and law is presented. The author explicates the conceptual ideas of the preventive effect of responsibility at different stages of its materialization with regards to actual and potential offenders. The article takes into account peculiarities of the methods and means of external and internal influence of legal responsibility upon the behavior and consciousness of the subjects of law; outlines merits and flaws of the policy of preventing legal violations from the standpoints of its official objectives and tools; describes the structure of the system of legal responsibility and the advantage of its implementation in preventive activity of the law enforcement agencies and penal system of the Russian Federation.

Abstract:
This article is dedicated to the problem of effective use by credit organization of the own client data due to their heterogeneity. The object of this research is the client data of a credit organization. The subject is the possibility of application of the means of efficient client data management in a credit organization for the purpose of fulfilling regulatory requirements The main goal of this work consists in the analysis and formulation of recommendations with regards to modification of client data model, as well as improvement of quality of client data by means of data management based on the DAMA-DMBOK body of knowledge in the context of the key areas of data management. The article reviews the key areas of data management and the methods of application of rules and recommendations of each of them to the data management process of the credit organization. The relevance of this article is substantiated by legislative requirements pertaining to monitoring of services provided for private and legal entities from the sanctioned territory. The scientific novelty consists in application of data management knowledge to the relevant issue on the need for automatic determination of territorial affiliation of the client in order to comply with the requirements of normative legal acts. The research methods are content analysis, structural analysis, and modeling. The main conclusions consist in recommendations for modification client data model of the bank, namely methods and principles for expanding the data model using standardized data parameters, which significantly improves the quality of data. The implementation of such recommendations would allow a financial organization to reduce the risks associated with payment of fines and revoke of licenses due to noncompliance with the regulatory requirements.

Abstract:
The object of research is the combat and military operations. The subject is the dynamic models of combat operations and functions of victory in the conflict. The first combat model was developed by M. P. Osipov in 1915 based on the analysis of military battles for the hundred-year period. He was first to formulate the principles of combat operations modelling. In recent decades, the economists also joined the analysis of conflicts (contests and auctions). The goal of this work lies in analysis and unification of the two indicated approaches, and provision military leadership with quantitative grounds for decision-making in preparing to the combat operations. Leaning on the statistical analysis of offensive and defensive strategic operations during the Great Patriotic War (forces and means of the parties by the beginning of operation and its outcome), the author verifies the original expansion of conflict model – the function of victory in combat operations and assesses the parameters of the form of model. The scientific novelty of consists in establishing a close connection and dependence between the two approaches to combat operations modeling: based on dynamics of the averages (classical approach) and modeling with the use of conflict functions (econometric approach). The advanced function of victory in combat operations is easy to use and complies with the provisions of military science and the theory of combat potentials.

Abstract:
The subject of this article is the problems associated with ensuring transportation safety n the Moscovian State of the XVI-XVII centuries. The author examines the conditions and causal links that influenced the choice of certain measures for ensuring transportation safety. Analysis is conducted on the new to the Moscovian State practice of granting administrative monopoly on ensuring transportation safety to meet the interests of the representatives of certain foreign countries and corporations. The factors substantiating the implementation of administrative monopoly are explained. The algorithm for resolving the cases associated with infringement on the security of English transports in the Moscovian State is described. The scientific novelty of this research consists in determination of noncompliance of the goals of ensuring transportation safety that were claimed in the normative documents (Charters of the Russian tsars of the XVI-XVII centuries) with the actual capabilities and practice for its provision. The conclusion is made that the guarantees of the English sea transportation indicated in the charters of Moscovian tsars should be viewed merely as the declaration of good intentions, rather than factual help. The comparative legal analysis of archival documents allows establishing the fact the English kings interpreted charters of the Moscovian tsars on their own behalf, granting the English nationals the rights and privileges in the area of transportation safety.

Abstract:
The subject of this research is the problems of ensuring transportation safety at the initial stage of establishment of Ancient Rus’. The author explores the origins of formation of the national legal framework for ensuring transportation safety; as well as describes the transition from extralegal means of ensuring transportation safety (physical armed defense of the subjects of transport relations) towards legal regulation of this issue. The platform of transportation safety of that time was based on the variety of transportation services, first and foremost, international. Emphasis is made on the natural-climatic conditions, due to which the East Slavs put the problem of ensuring safety of water transportation to the forefront. Application of the narrative method of research allowed structuring a logically consistent image of the formation of legal framework for ensuring transportation safety in its historical development. The comparative legal method allowed analyzing the processes of formation of legal framework for ensuring transportation safety in the countries that dealt with Ancient Rus’ in this field. The author supports an opinion on infeasibility of juridification of relations in the area of transportation safety in the pre-state period; only with the emergence of state institutions in the territory of East Slavs, they take on the functions of legal protection of the subjects of transport relations. The first international agreements of the Kiev State and the Novgorod Feudal Republic confirm this conclusion.

Abstract:
The subject of this research is the system of measures for scientific substantiation of medical and pedagogical training of population for actions in emergency situations. The author examines such aspects of the topic as the scientific substantiation of measures of medical and pedagogical training of population aimed at the development of rational behavior in emergency situations. Attention is focused on the need for elaboration of questions for ensuring active and appropriate behavior of people affected in order to preserve their own lives and health. Readiness of the person depends on their ability to prepare for rational actions under the aggravated external circumstances. Research methodology leans on the determination theory of medicine, which serves as a platform for studying multiple vectors of emergency medicine. The scientific novelty of this work consists in substantiation of the medical-pedagogical approach as the basis of a complex of preventive measures for increasing capacity of life support in the context of factors of extreme determination. Such training is complies with methodology of rendering medical assistance to the population in the conditions of emergency situations; and is a part of such measures as conduct of special tactical trainings (preparation of equipment and gear; simulation of the flow of suffered and injured, skill training on rendering aid; examination of reliability of the shelter, effective interaction with different services, etc).

Abstract:
Monitoring and assessment of the state of economic security are indented for control purposes over the achievement of goals and objectives established by the Economic Security Strategy of the Russian Federation. The government policy measures aimed at reduction of negative impact of the detected challenges and threats to economic security, prevention and minimization of risks and possible damage to national economy are formed based on the results of monitoring and assessment of the state of economic security. Identification of the problems of monitoring and assessment of the state of economic security of the Russian Federation and their resolution would improve the quality and effectiveness of administrative measures aimed at overcoming the crisis phenomena and ensuring economic growth in the country, which is a relevant scientific-applied task. The article presents the results of analysis of the information-analytical materials on assessment of the state of economic security, provided by the participants of the monitoring of state of economic security (over 30 bodies of state and corporate administration). Assessment is carried out on adaptation of information and analytical materials of the state of economic security to the usage as database for explication of simulation model and conduct of simulation modeling of the state of economic security in different economic sectors. The author identifies the mistakes made by the participants of the monitoring and assessment of economic security in the context of preparation of information, and analytical materials essential for the assessment of economic security in different economic sectors and drafting a report of the Government of the Russian Federation to the President of the Russian Federation. The measures for resolving the indicated problems are proposed.
