Experimental Approbation of a Mathematical Model Used to Assess the Collective Fire Hazard Risk of Automobile Gas Stations

Abstract:
The subject of the research is the assessment of the fire hazard risk of automobile gas stations for the purpose of establishing a risk-oriented approach to performing the federal state fire supervision. The risk-oriented approach implies the method of supervision that defines the frequency of audits based on referring a facility to a certain risk category. The results of analysing the risk-oriented approach to performing federal state fire supervision of automobile gas stations demonstrate that criteria that are used to assess the collective fire hazard risk do not include the probability and severity of harm that can be caused to people during fire. The authors offer their own mathematical model for assessing the collective fire hazard risk that takes into account the probability and severity of potential negative consequences of fire at an automobile gas station. Results of the experimental approbation of the aforesaid mathematical model have demonstrated that the model answers the requirements of the applicable legislation of the Russian Federation about the need to take into account the probability and severity of potential negative consequences of fire for people and allows to clarify the frequency of audits. The model can apply to other immovable hazard locations of a similar class of functional fire hazard.

Abstract:
The subject of this research is to develop an adequate framework of categories and concepts and modern methods of system research as well as to improve the management of the national security process in general and information-psychological and industrial-environmental spheres of national security in particular. The rationale of thsi research is caused both by the imperfection of the current paradigm of national security (mostly of humanitarian descriptive nature) and the growing issue of preservation of nations and strategic stability as a result of the intensified struggle for deficit natural resources. The methodology of national security management is an interdisciplinary instrument that is based on the energy-enthropic concept and classification of real dangers, and includes such contemporary research methods as systems analysis on the basis of categoric thinking and modelling and systems synthesis of measures necessary to improve the management-by-objective of the national security. The novelty of the research is caused by the following: the author gives a definition of national, information-psychological and industrial-environmental security, describes the subject matter and contents of relevant professional activities and chosen inderdisciplinary instrument to manage and improve the aforesaid spheres of security, and demonstrates reliability of these definitions. These definitions may be used in the university and post-graduate educational processes as well as professional activity of experts.

Abstract:
The urgency of the work is conditioned by the course proposed by the President of Russia to build a digital economic system - as an urgent need to maintain the competitiveness of the domestic economy among the major economies of the global world order. In this connection, the model of the network law enforcement activity developed by the author appears as an integral part of the digital economy as a law-enforcement sphere of state administration, characteristic for domestic social relations of the future. An indispensable attribute of digital law enforcement activity is the identification and authentication of individuals, including law enforcement officers, citizens of the Russian Federation and foreign citizens. The author proposes to introduce a universal bimodal genomic-fingerprinting mechanism of identification of all people on the basis of the folding of objective irreducible personal data. This mechanism contradicts the fundamental principles of the National Biometric Platform currently being developed, which, according to the author, using information that is detached from the person (voice and image of a person) is economically and technically simplified.The article substantiates the conclusions that modern domestic law enforcement activity as a socio-economic model must be reformatted in an essential way; In the law enforcement activities it is necessary to regulate the use of digital sources of evidence; Create a secure mechanism for rapid communication between employees of various law enforcement agencies; To review approaches to the regulation of confidentiality of information on the operational situation; To create a mechanism for modeling criminal humanitarian networks (criminal social connections of people) using virtual images; Expand the scope of identity based on biometric data (human ID technology).

Abstract:
In their research the authors set a theoretical task to define components of food security. The authors analyze a set of factors that influence the food security of the country. They clarify a definition of this term in the light of the facts of the Russian history of the XXth century. This is why the authors analyze facts of emergency situations described by historians, such as crop failures and food shortage during the pre-revolutionary and Soviet eras of our history. The authors of the article use historical facts as illustrations necessary to reveal the contents of complex security components. The main research method used by the authors is the retrospective analysis of literary sources. The authors provide a review of publicistic and socio-historical researches of the XIXth - XXth centuries. The novelty of the research is caused by the fact that the authors have applied the historical comparative method that allows to compre the state of Russian village before and after the revolution of 1917. The authors also analyze the causes and consequences of hunger as an emergency situation with the most far-reaching consequences. The rationale of the research is defined by today's attention of both civil citizens and authorities of different levels to the issue of food safety.

Abstract:
Today's information environment when critical systems connect to the public data network including the Internet as the global network, and software is used in untrusted environments, creates the need in particular means that would prevent information threats as well as increase reliability of software. This need is growing especially important under the conditions of rapidly developing cyber weapon capable of malicious takeover or destruction of networks and industrial, social, military and financial infrastructure as well as highly automated industrial and manufacturing lines. In this study Kuzmenko analyzes the approach to increasing reliability of the software from the point of view of computer security and the use of the software in the untrusted environment using the polymorphic modification of software code. The results of the research can be used for protection of programming elements of crucially important infrastructures both from undeliberate impact of the software environment and deliberate impact of the malicious software.

Abstract:
The aim of the research is to analyse theoretical aspects of food industry and life sustaining of the Northern indigenous peoples. Ragulina examines the component structure of the life sustaining concept, its cultural-environmental and social-geographical aspects. She defines the potential of industrial security and the main topical units, strong and weak points thereof. Based on the analysis of the experience of the foreign states, the author demonstrates that the approach to food industry taking into account interdisciplinary interaction may help to solve methodological difficulties arising in the process of subsistence support of indigenous peoples as part of the environmental and economic policies. The research method used by the author is the synthesis of the domains of food security and life sustaining of the Northern indigenous peoples. The novelty of the research is caused by the fact that the author extends the conceptual framework of food industry of indigenous peoples by means of inclusion of the terms 'life sustaining', 'industrial landscape' and 'cultural landscape' into the research. As a result of the combination of qualitative and quantitative research methods, the author offers an integral basis for studying the states adn risks of food security of the Northern ethnic communities.
