Abstract:
The subject of the study is a methodological toolkit that allows evaluating the effectiveness of the processes of implementing elements of a lean production system. The object of the study is small (micro) enterprises that provide transport and logistics services and implement elements of a lean manufacturing system. The purpose of the study is to develop methodological tools that are simple enough to be used in conditions of limited capabilities of small and micro enterprises in the field of transport and logistics services. The author examines in detail such aspects of the topic as issues related to determining the effectiveness of the processes of implementing the concept of lean manufacturing, which always remain in the focus of attention of researchers and remain relevant. At the same time, most modern methodological developments require the use of a set of rather complex and time-consuming calculations that are appropriate for use in large and medium-sized companies, while for small, and especially micro-enterprises, these recommendations may be unacceptable. The research methodology includes a systematic approach, conceptual modeling, graphical, comparative and statistical analysis, the combination of which allowed us to achieve the necessary level of factual reliability and reasonableness of conclusions. The main conclusions of the study are that the introduction of individual elements and tools of lean manufacturing in accordance with the stages of the proposed system algorithm (algorithmized strategy) significantly increased the productivity of the company's employees and increased the number of customers served, as well as led to changes in other economic indicators. A special contribution of the author to the research of the topic is the construction of a conceptual model of the Transport and logistics system (TLS) of the enterprise, which includes specially developed in accordance with the individual characteristics of the organization: the idea, goals, objectives, six basic principles of building a TLS, eight principles of forming a lean approach, a basic set of tools and methods, organizational and managerial culture, a list of basic potential losses, a seven-stage sequential system implementation algorithm (algorithmized strategy) and transport and logistics flows. The scientific novelty consists in the development of an improved method for evaluating the effectiveness of key elements of an algorithmized strategy for implementing lean manufacturing tools in small (micro) businesses based on an integrated approach through the development of a system of criteria including commercial and qualitative indicators.

Abstract:
Modern approaches to assessing the effectiveness of investments are based on the theory of rational choice, and the same applies to investments in health. At the same time, a person’s real behavior differs from rational behavior. The purpose of the study is to propose scientifically based methodological approaches to taking into account the characteristics of health-saving behavior of workers to increase the effectiveness of measures to reduce health risks. The object of the study is the working population and the characteristics of its health-saving behavior as a factor in the economic efficiency of measures to reduce health risks. Based on Russian and foreign studies, the provisions on cognitive distortions that cause negative features of self-preserving and health-preserving behavior (including patterns of self-destructive behavior) are summarized. Approaches to identifying the characteristics of health-saving behavior of employees of an economic entity, as deviations from rational behavior, have been formed on the basis of cognitive distortions formulated in the scientific literature that are characteristic of making a person’s choice in matters of health. An algorithm is proposed for analyzing the characteristics of such behavior (as deviations from rational behavior) and taking into account their impact on assessing the economic effectiveness of preventive measures and developing measures to improve their effectiveness. Criteria for the effectiveness of measures to manage the effectiveness of preventive measures, developed taking into account the characteristics of the health-saving behavior of the organization's team of employees, are formulated (based on the calculation of the total effect and result per unit of invested funds, both in the organization of the event itself and in the implementation of measures to improve efficiency).

Abstract:
The subject of this article is the principles of management formulated on the basis of ancient Chinese philosophy and psychology, as well as their difference from European management models. The paper explores how the ideas of such thinkers as Lao Tzu, Sun Tzu and Shen Buhai influenced the formation of management practices in ancient China. Special attention is paid to the Taoist approach, which is based on the principles of "non-action" and the hidden influence of the leader, which is opposed to the European traditions of demonstrating power through public events. The article also analyzes how these philosophical approaches can be relevant in the modern world, especially in the context of intercultural interactions and globalization. The study shows that Chinese management principles can contribute to the development of flexible and effective management models adapted to the cultural characteristics of different regions. The research methodology is based on a comparative historical analysis of the philosophical and psychological principles of management in the Chinese and European traditions. The approach of analyzing ancient Chinese treatises is used. The scientific novelty of the research lies in the comparative analysis of the principles of management in the Chinese and European traditions, which is rarely covered in modern management science. Special attention is paid to the Taoist concept of "non-action" and the hidden influence of the leader, which is opposed to Western models based on the demonstration of power through public actions. The article shows that Chinese management ideas, despite their ancient origins, have significant value today, especially in the context of globalization and growing interest in alternative approaches to management. The conclusions emphasize the relevance of applying the philosophical foundations of Taoism to create a harmonious, nonviolent management style in modern organizations, which can help improve the effectiveness and adaptability of leadership, as well as reduce tension and conflict in work processes.

Abstract:
Concession agreements and public-private partnership agreements are an urgent subject of research as a tool for the development of sports facilities, especially in conditions of limited budget funds. One of the main advantages of such agreements is the ability to attract private investment through flexible financial instruments such as loans and bonds, which speeds up the implementation of projects. Private companies are also encouraging the introduction of innovative technologies to improve the efficiency of facilities operation. Universities play a key role in the development of sports facilities through such agreements, as this contributes to improving the quality of life of students and strengthening corporate culture. Projects aimed at the development of such facilities open up new prospects for sports, cultural and academic interaction, promote the active integration of campus communities and increase student engagement in a variety of extracurricular activities. The methodological basis of this study was to conduct a detailed analysis of scientific literature and systematization of data obtained from recognized academic resources. In the course of the work, special attention was paid to modern models of interaction within the framework of public-private partnerships, with an emphasis on their impact on the development of sports infrastructure. The literary analysis allowed us to establish the importance of studying the interaction between universities and private developers in order to achieve common benefits: universities receive modernized infrastructure without serious financial costs, and private companies receive a stable source of income. Joint projects implemented within the framework of concession agreements and public-private partnership agreements provide new prospects for both sides, allowing them to create modern sports infrastructure and promote the progress of scientific research in the field of sports. Clusters of non-capital sports facilities are characterized by high flexibility and economic efficiency, which makes them an ideal model for a variety of operating conditions. Due to their versatility, such facilities can be used more actively, which increases their economic attractiveness. Environmental sustainability, as well as the use of the latest technologies such as modular systems and energy-saving equipment, enhance the competitiveness of these clusters, making them more attractive to investors interested in long-term sustainable development.

Abstract:
The subject of the study is an approach to sales management based on cumulative margin. The object of the study is a car sales business. The purpose of this study is to determine the essence of cumulative margin and its key features. The automotive business in Russia has been actively developing: brands, cars, customer behavior are changing, and with them approaches to managing the automotive business. The problem is that in a dynamically changing market and growing competition, it is increasingly difficult for companies to ensure sustainable business development, profit-oriented and long-term customer relationships. The situation encourages entrepreneurs to continuously look for new and improve old methods of sales management and customer interaction. Special attention is paid to the modern approach to managing and improving business efficiency. The methodology of this study is based on methods of system analysis, which allow a deeper understanding of the interrelationships and structures of the subject of research. The scientific novelty lies in the fact that cumulative margin is considered from the point of view of an approach to sales management as a tool to increase business efficiency. As part of the study, a brief analysis of the basic concepts of management and business efficiency improvement was carried out. The definition of cumulative margin is proposed. Management based on the investigated approach is considered from the point of view of the ecosystem. The functions of cumulative margin at the strategic and operational levels of management of the organization are defined. Examples of the use of cumulative margin at different levels are given. The advantages and disadvantages of the investigated approach are presented. Conclusions are formulated regarding the effectiveness of the business management approach based on cumulative margins in the field of car sales. Examples of activities in which management based on cumulative margin may be relevant are given.

Abstract:
The article analyzes Russia's experience in managing interregional cooperation, focusing on key concepts and regulatory support, as well as management bodies involved in coordinating interactions between regions. Legislative acts regulating the processes of cooperation and the activities of both state and local management agencies are considered, which allows a deeper assessment of their role in the implementation of interregional projects. Special attention is paid to successful examples such as Ural-Siberia and North-West, which contribute to the development of transport corridors and cultural ties. The article reveals the functions of government bodies, emphasizing the multilevel structure of management of interregional interactions in Russia, which is critical for economic growth, social integration and strengthening the unity of the country. The methodology allows to identify the key factors influencing the effectiveness of interregional cooperation, as well as to assess the role of management structures in the implementation of joint projects. The scientific novelty of the article lies in the systematic analysis of interregional cooperation in Russia, which allows us to identify its unique characteristics and trends. Unlike existing studies, this work focuses on the interaction of federal and local authorities, as well as on the analysis of legislation regulating interregional relations. The findings of the study emphasize that effective interregional cooperation requires an integrated approach, including improved coordination between management levels, the development of a unified legal model and the active participation of regions in federal initiatives. The article also reveals the importance of financing interregional programs, demonstrating their positive impact on the socio-economic development of regions, which is confirmed by concrete examples of successful projects and agreements. Thus, the work makes a significant contribution to understanding the mechanisms and dynamics of interregional cooperation.

Abstract:
The research subject is the problem of the lack of a systematic approach to developing and implementing AI transformation strategies for business. The author examines differences between digital and AI transformation processes, specific requirements for data, technologies, and personnel competencies in artificial intelligence implementation, as well as ethical aspects of AI use in business processes. Special attention is paid to systematizing existing approaches to AI transformation and identifying their limitations in modern conditions. The paper explores key success factors of AI implementation, including the necessity of a systematic approach to data management, formation of specialized teams, and development of relevant competencies. The paper addresses issues of AI solutions integration into existing organizational structure and business processes, as well as mechanisms for evaluating effectiveness and adjusting AI transformation strategy. The research methodology is based on a comparative analysis of existing digital and AI transformation methodologies, followed by a synthesis of best practices. The comparison used criteria of AI transformation orientation, presence of a step-by-step action plan, ethical aspects, and mechanisms for AI integration into business processes. The main findings of the study are the development of a comprehensive 15-stage AI transformation strategy model and identification of critical success factors for its implementation. The scientific novelty lies in systematizing existing approaches to AI transformation and creating a holistic methodological framework that considers specific requirements for data, technologies, ethical aspects, and personnel competencies. The author's special contribution is the structuring of the AI transformation process into logically connected blocks (preparatory, technological, implementation, and transformational), which provides a systematic approach to AI implementation. The practical significance of the research lies in creating a methodological toolkit for company leaders, allowing them to minimize risks and optimize resource utilization when implementing artificial intelligence technologies.

Abstract:
The subject of the research of this article is a relatively new economic phenomenon for the Russian reality – sukuk (instruments issued in accordance with the federal law on partnership financing). The object of the study is the process of forming a credit rating of sukuk. The purpose of the study is to identify more advanced approaches to forming a credit rating of sukuk transactions. The theoretical basis of the study is the provisions of the AAOIFI governance standard (GS) 17 "Sharia Compliance and Trust Management Ratings of Sukuk and Other Islamic Financial Instruments" and the "Methodology for Assigning Credit Ratings to Financial Instruments of Islamic Finance – Sukuk" published by the ACRA. The practical basis of the study is 4 real sukuk issues. Using such methods as analysis and synthesis, logical substantiation, comparison and contrast, the article examines the provisions of the AAOIFI governance standard (GS) 17 and the "Methodology for ..." published by the ACRA, and also provides an example of assigning a credit rating to a sukuk issue based on the parameters considered. Based on the results of the study, the article concludes that in order to enter international eastern capital markets (for example, the Persian Gulf countries) in order to attract investment, Russian partnership financing companies must issue sukuk in accordance with the AAOIFI standards, which have not yet been fully translated into Russian. In assigning a credit rating to sukuk, rating agencies should rely on AAOIFI Governance Standard No 17, which has as a fundamental requirement that when forming a credit rating for sukuk in accordance with AAOIFI Governance Standard No 17, it is necessary to take into account the dependence of the key control parameters and the weights assigned to each control parameter on the type of instrument being assessed.

Abstract:
The article investigates institutional narratives as pivotal elements shaping and transforming socio-economic systems. These narratives are viewed as mechanisms that structure institutional norms, shape collective representations and expectations, and influence the behavior of economic agents and decision-making processes. The study focuses on socio-economic systems characterized by interconnections between institutional, cultural, and social components and their adaptability to external challenges. Special attention is given to the life cycle of institutional narratives—emergence, dissemination, saturation, and decline—and the factors influencing their effectiveness in different institutional environments. Narratives are analyzed for their role in ensuring stability, fostering adaptability, and driving transformations within socio-economic systems. The research provides a foundation for improving managerial procedures and strategic planning at various levels of economic aggregation, considering global economic shifts. Methodologically, the study employs an interdisciplinary approach that integrates sociological and economic analyses. Using a sociological perspective, the structure and dynamics of narratives are examined in socio-economic contexts. The analytical tool employed is a modified SIRV model, tailored to capture narrative formation and evolution processes. The scientific novelty of the study lies in the development of methodological principles for incorporating narrative factors into the modeling of complex systems. The findings are relevant for managing economic reforms, enhancing institutional resilience, and conducting strategic planning. Key outcomes include a classification of institutional narratives, insights into their impact on socio-economic stability and transformation, and a framework for integrating narratives into analytical models. The practical significance of the narrative approach is demonstrated in its potential to improve institutional adaptability and foster innovative management strategies in unstable environments. The results also expand tools for analyzing the interplay between institutional and narrative factors, creating opportunities to study socio-economic dynamics in greater detail and across multiple levels.

Abstract:
The object of the study is additional professional education in Russia. The subject of the study is a set of marketing tools that are used to effectively manage the activities of an educational organization. The article reveals the topical issues of the application of marketing approaches in the management of institutions of additional professional education. The necessity of marketing tools in the activities of educational organizations in conditions of variability of external environmental conditions is substantiated. The ways of promoting educational services using digital tools are defined, the concept of modern Internet marketing is revealed. The analysis of the main performance indicators of the field of additional vocational education in the Russian Federation in the period 2019-2023 was carried out, and an assessment of the competitive environment in this field of activity was given. The role of the commercial and social component of marketing approaches in the field of additional professional education is determined. The research used methods such as comparative and logical analysis, observation, the study of fundamental and applied research by domestic and foreign specialists and scientists who raise the problems of educational marketing in conditions of increased competition, methods of comparative and logical analysis, analysis of documents and statistical data on the topic under study. The novelty of the research lies in the development of a definition of educational services marketing as a set of actions aimed at analyzing supply and demand in the educational services market when forming a portfolio of educational programs, increasing consumer satisfaction and forming the intellectual capital of society. Based on this definition, the objectives of marketing in additional professional education are specified: the creation of a new educational product to find consumers, improving the quality of services and the formation of a positive image of an educational organization. Based on the analysis of statistical data, the conclusion is substantiated about the growth of supply and demand in the educational services market, which indicates increased competition and reinforces the need to use marketing tools. The role of the state in the formation of marketing approaches in the organization of additional professional education is determined.

Abstract:
Public-private partnership in the Russian Federation is one of the main tools for attracting extra-budgetary investments in the housing and communal services sector, which is characterized by a significant proportion of worn-out fixed assets requiring replacement. The paper considers the current state of the industry, as well as analyzes the stages and distinctive features of the development of the public utilities system. Special attention is paid to the analysis of the regulatory and financial and economic features of the implementation of investment projects at the regional and local levels in the field of housing and communal services, as well as the role of public authorities in their regulation. The purpose of the study is to identify shortcomings, as well as to develop proposals for the modernization of the existing legal framework to attract additional extra-budgetary investments in this industry. In the course of the research, both general scientific and private scientific methods of scientific cognition were used: dialectical, formal-logical, formal-legal, comparative-legal. According to the results of the study, the main problems of project implementation are the low profitability of projects in the housing and communal services sector due to the sectoral features of tariff regulation in Russia, the low capital intensity of individual projects, the growing accounts payable of utility companies, as well as gaps in legal regulation. Proposals have been made regarding amendments to regulatory legal acts regulating this area aimed at increasing the investment attractiveness of housing and communal services projects implemented within the framework of PPP. Measures are proposed to simplify the access of Russian private companies to the market of investment projects in this area, as well as mechanisms to accelerate the renewal of worn-out fixed assets and the implementation of new projects in housing and communal services. The methods proposed in the study to improve the legal framework can be useful to both federal executive authorities, regulators of the housing and communal services industry, as well as regional and local authorities, as well as private companies as direct participants in the implementation of projects, which ultimately will provide the population with a higher quality of services received.

Abstract:
An overview of measures of regional disparities is presented, focusing on financial penetration of banking services, levels of household income, unemployment rates, and investments. The role of micro-finance support in fostering small enterprises is examined. A statistical evaluation of the influence of targeted micro-financing on the socio-economic progress of macro-regions, exemplified by federal districts, is conducted. A bibliographical meta-analysis of the contributions of micro-finance to the socio-economic advancement of territories is performed and a regression model for the number of micro-finance aid recipients with the proportion of gross regional product (GRP) investments across federal districts is constructed with correlation analyses executed. The concept of targeted micro-financing for SME is refined, and specific criteria are identified, including: below-market interest rates on microloans, absence of collateral requirements, investment-oriented targeting, focus on startup entrepreneurs and the real economic sector, and positive outcomes for borrowers in terms of economic development. Using official data from the Central Bank of the Russian Federation and the SME, it is revealed that the operations of micro-finance institutions (MFIs) in entrepreneurial financing, both publicly and privately owned, do not entirely align with these criteria. Private MFIs often charge excessively high rates, while public MFIs frequently require collateral and have a limited share of startup entrepreneurs among their clients. A multifaceted (both strong and bidirectional) relationship is observed between the number of micro-finance assistance beneficiaries and indicators of socio-economic territorial development, using federal districts as examples: - an inverse relationship with the share of investments in GRP; - a direct relationship with SME investments in fixed assets. Considering the results of the regression and correlation analyses, a hypothesis is proposed regarding the existence of an intermediary link between SME microfinancing and investments in fixed capital.

Abstract:
The subject of this study is the impact of international economic sanctions on the economic security of the Russian Federation. The author examines in detail such aspects as the dynamics of imposing sanctions, their effect on key sectors of the Russian economy, the financial sector, and foreign economic activity. Special attention is paid to analyzing the consequences of sanctions for macroeconomic stability, investment climate, and technological development of the country. The object of research is Russia's economic system under sanctions pressure. Both direct and indirect effects of sanctions are considered, including their impact on the structure of exports and imports, access to international financial markets, technology transfer, and the corporate sector. The study also addresses issues of adapting the Russian economy to new conditions, the effectiveness of government support measures, and import substitution strategies. Long-term prospects for economic growth and Russia's competitiveness in the context of the ongoing sanctions regime are analyzed. The research methodology is based on a systematic approach, including statistical analysis of macroeconomic indicators, comparative analysis of expert assessments, and modeling of economic development scenarios under sanctions. Methods of economic and mathematical modeling and forecasting are applied. The novelty of the research lies in a comprehensive assessment of the impact of sanctions on Russia's economic security, taking into account long-term structural changes in the economy. The author's special contribution is the development of a methodology for quantitative evaluation of the cumulative effect of sanctions on various aspects of economic security. The main conclusions of the study are: 1) identification of key channels of sanctions impact on economic security; 2) determination of the most vulnerable economic sectors; 3) assessment of the effectiveness of government policy measures to neutralize the negative consequences of sanctions.

Abstract:
The main subject of the article is the state system of support for youth entrepreneurship as one of the tools of public administration in a market economy. The article provides a scientific review on the problems of entrepreneurship and youth entrepreneurship and, as a result, developed a theoretical and methodological apparatus for the study of the system of state support for youth entrepreneurship, based on the specific characteristics of youth as an agent of economic activity. Within the framework of the conducted research, key approaches to the interpretation of the essence of the concepts of "entrepreneurship" and "youth entrepreneurship" have been identified and studied. A comprehensive analysis of the essence and content of the basic concepts in the field ("entrepreneurship", "youth entrepreneurship", "state support for entrepreneurship/youth entrepreneurship") was carried out, the issues of their historical evolution were analyzed, as well as their operationalization and categorization were carried out. The article uses general scientific methodological tools (elements of a systematic approach, analysis, synthesis, inductive-deductive methods), etc. Based on the results of the study, the author's classification of conceptual approaches to the interpretation of the essence of entrepreneurship was developed (6 basic schools of entrepreneurship are divided into 4 main groups, as well as two key campaigns), and complex definitions of such categories as "entrepreneurship", "youth entrepreneurship", "state support for entrepreneurship", "state support for youth entrepreneurship" were formed. Within the framework of the proposed definitions, key features of the studied phenomena at the present stage of economic development are taken into account. Special emphasis is placed on the Russian reality, as a result of which the presented definitions are most adapted for use in the framework of research on the domestic system of state support for youth entrepreneurship. Based on the results of the research work carried out, the article presents a conceptual model for supporting youth entrepreneurship, which can be further used to reform public administration in the field under study

Abstract:
The subject of the article is the multiplier effects that spread in the regional economy. The aim of the work is to identify the influence of the regional economy sectoral diversification on the value of the regional investment multiplier. The author states that the sanctions pressure on the Russian economy needs to increase the efficiency of investments in the formation of the resource potential of the regions. The regional economy investment multiplier was chosen as the basis for the efficiency improvement tool. Since the growth of its value increases the growth of GRP per unit of investment. This approach determines the need to manage the value of the regional investment multiplier. The paper presents a mathematical model that determines the dependence of the value of the regional multiplier on the degree of sectoral diversification of the regional economy. The statistical significance of the presented model was tested using data from the economy of the Ryazan and Ivanovo regions. The calculations presented in the work prove that the value of the regional investment multiplier depends on the sectoral structure of the regional economy, namely, on the degree of its sectoral diversification. The identification of this dependence forms the scientific novelty of the work, since a significant part of the existing studies is based on the matrix or scalar approach to determining the value of the regional investment multiplier, without examining its internal dependencies. The author's special contribution to the study of the topic is not only the identification of the dependence of the multiplier value on the degree of sectoral diversification of the regional economy, but also the definition of an approach to increasing the efficiency of investments due to a targeted impact on the value of the regional multiplier.

Abstract:
The paper is devoted to the features of such a product as investment life insurance and the assessment of its role in personal finance. The relevance of the topic is due to the growth of investment activity among the population and, accordingly, interest in various forms of accumulation and saving of funds. A special role in this process is played by state policy aimed at developing financial literacy among the population, which lays down an understanding of the need for independent financial planning by the population. One of the tools that can ensure the safety and increase of funds in the medium and long term is such a specific and not yet popular enough tool in the Russian Federation as investment life insurance. The subject of the study is investment life insurance as a financial instrument in the personal finance system. The object of the study is the features and principles of investment life insurance, its relevance, advantages and risks for customers. The purpose of the article is to identify the main characteristics of investment life insurance, assess its role and place in the structure of personal finance, as well as analyze its advantages and disadvantages for private investors and depositors. As conclusion, the author systematized the ideas about the role of investment life insurance in personal finance and proposed the methods to popularize the product. The life insurance investment market will continue to grow in the coming years. We see an increase in customer interest in combined products, as well as in policies with sustainable investments that provide protection against inflation. Investment life insurance is an effective tool for those who are looking for a balance between protection and capital accumulation. It is suitable both for individual financial planning and for ensuring the future of the family.
