Abstract: The article considers the polemics which have arisen in Russia and foreign publicism in 1860-1880 due to a need in a prompt solution of the so-called “Baltic Question”. Short analysis of works by Yu.F.Samarin, M.N.Katkova, I.S.Aksakov, M.P.Pogodin and other less known publicists allows to draw a conclusion that conservative publicists of the XIXth century affected the situation in Baltic provinces and forced the government to correct their position regarding the Baltic Question as well as to draw up the plan and begin to realize reforms aimed at full confluence of Russia and Baltic
