Abstract: The article studies the terms ‘national security’ and ‘public security’ and the problem of their relation. The authors analyze and summarize the opinions of a number of scientists on this matter. They also suggest their own point of view that public security is one of the most important elements of national security and the system of ensuring public security in the Russian Federation is inseparable from the Russian national system of ensuring national security. The authors also conclude that such basic terms as ‘national security’, ‘public security’ and ‘personal security’ are still need a clearer definition in Russian legislation. In this respect, they make their own suggestions on how to improve the existing legislation regarding this matter
